Rural credit cooperative is the main force in rural finance, and an important part of financial industry. No difference in service and non specificity in talents determine that human resources are critical factor in intense competition in the banking. Whether having competitive advantage in human resources management or not is the key factor of how to survive and seek development in the cracks. Since the deepening of rural credit cooperative reform by the State Council in 2003, H Rural Credit Cooperative has finished asset and capital verification, capital enlargement as well as institutional reform in succession and gradually transformed to a modern financial enterprise. However, competing with the large state-owned banks sand joint-stock banks, it still has obvious disadvantages mainly because of non-scientific and non-standard management of human resources.To establish a strategic human resource management system and strengthen the human resource management is the necessary measure to promote the competitive edge of H Rural Credit Cooperative. This article first introduces the basic theory of HRM and characteristics of human resources of rural credit cooperative. Then, based on the overall analysis of the current human resource management(HRM) situation of H Rural Credit Union through qualitative analysis and quantitative analysis, it presents the problems existing in the HRM system and compares the situation with the HRM practice of banks at home and abroad. Accordingly, the article puts forward the idea of establishing the strategic HRM system in light of the strategic environment faced by A Rural Credit Union. Also, it indicates the necessity of strengthening the strategic function of human resource in the concrete implementation and rebuilding the HRM framework of H Rural Credit Union in terms of talent introduction, staff training, performance assessment, salary incentive, etc. Given the fact that the theoretical direction is urgently needed by the HRM reform of rural credit cooperative, this study has great practical significance.
