As China's economy enters the new normal,the operating environment of China's banking industry is undergoing profound changes,and its development gradually enters the "new normal".This means that commercial Banks no longer need to achieve the rapid growth of their performance mainly by expanding their scale,but need to make profound changes in their operation and growth model.However,in China's Banks themselves,there are still great defects in distribution system,promotion assessment,training and incentive mechanism,as well as serious brain drain and various crises in human resource management.Under the new normal of finance,one of the important changes for commercial Banks to survive and develop is the transformation from personnel and scale expansion mode to talent and business innovation mode.And the most important of these is the competition of talents at all levels,especially high-level talents.Domestic human resource risk management is gradually deepening,and the research field is going from general enterprises to targeted industries,and the research depth is going from simple theoretical exploration to empirical analysis and model establishment.Therefore,integrating risk concept into human resource management and actively exploring the risk and management mode in each link of human resource practice has become an indispensable responsibility of human resource managers,and also a new trend of the theory and practice research of human resource management in enterprises.The association of Xinjiang Rural Credit Cooperative uygur autonomous region(hereinafter referred to as the association of autonomous regions)is a local cooperative financial institution with independent corporate legal status established on July 26,2006,approved by the China banking regulatory commission and jointly invested 100 million yuan by 83 county-level and municipal branches in the region.At present,Xinjiang rural credit cooperative has become the main force of finance in Xinjiang,which has the most branches,the most extensive customer resources,the largest business scale,the largest tax contribution and the largest service to "agriculture,rural areas and farmers".First,37 HRM risks were identified by the questionnaire survey for all hr personnel.Secondly,20 human resource management risks were increased through interviews with senior and middle managers of human resources in the association.Finally,five human resource management experts were invited to rate the aggregated indicator system.Thus,a preliminary human resource risk indicator system was established,with a total of 57 human resource risk management indicators.According to the calculated CR value of each risk point of human resource risk in Xinjiang rural credit cooperative,the risk level of each module index was ranked.Taking into account the level and importance of risks,risk prevention and control was carried out from two aspects,namely,response measures and distribution of rights and responsibilities.At the same time,in order to promote the human resource risk management smoothly,the corresponding safeguards are formulated.We will deepen reform of the association system and improve the corporate governance structure.Strengthening enterprise culture construction and enhancing soft power;Promote the construction of management system and define the responsibilities of related departments;To attract talents to gather talents to educate talents and accelerate the implementation of the strategy of strengthening the society;We will improve the performance appraisal system and deepen reform of the compensation system.Joint grassroots government involvement in risk management.
