A Research On The Project Of Improving The Procurement Efficiency Of The Communication Construction Project Of China Tietong Telecom

With today’s communication industry business competition becomes more intense in 2009, optimized restructuring of the telecommunications industry in the face of increasingly intense competition, the various communications operators will communicate procurement management as an important part of business operations management. Procurement efficiency is a key factor in increasing the level of procurement management. Operators will be developping their business can not do without construction, but the key factor is the procurement of engineering construction materials, therefore, improve procurement efficiency of construction projects will have a direct impact.China Tietong Telecom(CTT) as one of the three operators in today’s telecommunications industry, how to effectively combine various information resources together in order to improve procurement efficiency and achieve scientific, fast, e effective procurement, has become the CTT in the current procurement situation pressing practical problems to be faced.In this paper, in the communications industry, procurement management to enhance procurement efficiency as the research goals and optimize the procurement processes, the demand for information systems analysis and applications, and supplier evaluation and management of these three aspects of the procurement efficiency improvements give a specific research program design. First, IDEF0 functional analysis, critical path method for process optimization analyzes and design.Secondly, based on the demand analysis of procurement management information system, with the means of information to shorten the procurement process related links, each working node the convergence time is reduced and close to zero, then other processes information systems can support the design of information, then, on the part of functional modeling, then the ER model information systems for information modeling design, in order to further enhance procurement efficiency; Finally, the further problem of information system still does not control and resolve the impact of procurement efficiency- supplier management, Through the establishment of supplier evaluation system and use AHP methods, evaluation division weights for each vendor, for the same after the type of supplier scoring, and weight value multiplied by the suppliers of the final score and give rank, so that to form a complete evaluation process of supplier.Through the above three aspects of procurement efficiency programs were designed to solve the problem of inefficient procurement fundamentally, the design has been completed and the prototype has a particular embodiment, to really be applied to the actual procurement process also need a process of gradual improvement, therefore, I will enhance the company’s future in terms of procurement management efficiency continued in-depth study and discussion, in specific implementation link of part of the support will gradually follow up, designed to Material Procurement Center of CTT upgrade project overall procurement efficiency projects to make further contributions.
