Information Service Industry is an industry that has high relevance and high added value. In recent years, its’ development scale increases rapidly, and the role in promoting economic development is gradually increasing. However, when compared to developed countries, there is still a big gap, the Information Service Industry abroad present obvious central city cluster distribution trend. Then is there unique development law of the spatial distribution of the Information Service Industry in our country? What’s the degree of the cluster distribution? And which factors will affect the cluster distribution? The deep research of these problems can optimize the cluster distribution of the Information Service Industry and improve the entire development of the industry.The essay takes the Information Service Industry as the objective, and firstly introduce the industry’s development situation from the perspective of output level, input scale and creativity ability. And emphasize the development situation of the telecommunication industry and software industry. Besides, the essay analyzes the problems in the industry’s development process. Then analyzes the Information Service Industry’ cluster distribution by using Spatial Gini Coefficient and CRn. And employ location entropy coefficient to measure the industry’s cluster distribution from the perspective of areas. The results present that the Information Services in economically developed regions are more centralized, and obvious cluster distribution exists. And the degree of the cluster distribution is increasing gradually. Besides, there is a gap of the degree of the specialization between different areas, but there isn’t an expansion tendency. Then select the panel data of 29 provinces and cities in 2004-2013, take the human capital, innovation ability, information level, city scale, government support and the degree of opening up as the explanatory variables, the location entropy of information service industry as explained variable, and use the fixed effect model and the error correction model to analyze the equilibrium state of the long-term and short-term situation. The results show that the human capital and the degree of opening up have a significant effect both the short and long term, and the human capital is the highest of the six factors, information level and the city scale is more significant in the long-term impact, and the government support promote Information Service Industry in a short period of time. Finally, put forward the relevant suggestion according to the research conclusion.
