At present, China is in a critical period of optimization and upgrading of industrial structure and economic development mode shift. As an important component of the tertiary industry, logistics industry could help the economy effectively reduce the operating costs, improve operational efficiency and promote industrial upgrading effect. The level of development of the logistics industry is generally considered to be an important basis to judge the degree of modernization for a country or region. It had been likened to the "lubricant" and "accelerator" of the economy and even "the third profit source" for the business development and growth.In this paper, the logistics industry, logistics industrial agglomeration and the development status of the industrial structure optimization of the Yangtze River Delta was analyzed and summarized, based on the relevant theories of logistics and optimization of industry structure, using data of 2003-2013 of the 16 cities in Yangtze River. The logistics industry concentration index was calculated with the location quotient, the industrial structure optimization was analyzed by the GDP ratio of the secondary and tertiary industries. Then, the 16 cities were separately divided into two groups in accordance with the high and low level of the industrial structure optimization, high and low level of the logistics industry cluster. Together with the group of the whole 16 cities, we set up five groups for comparison. Combined with empirical results, the corresponding policy recommendations were put forward. The main results are:(1) The logistics industrial agglomeration has a significant positive impact on the optimization degree of the industrial structure for the 16 cities in Yangtze River Delta. The level of government intervention and human capital also has a significant positive impact on the optimization and upgrading of industrial structure. Fixed assets investment has a slight negative effect on the industrial structure in general. Accordingly, the main policy recommendations are: the logistics industry cluster should be supported; the positive effect of government on the industrial structure should be strengthened; role of human capital needs to be consolidated; investment in fixed assets must be transferred from the attention of increasing amount to focus on practical efficiency; a reasonable guide for foreign investment was proposed for its positive role in optimizing the industrial structure.(2) From the results of the group study, it could be found that variables like the logistics industry concentration degree, government intervention, fixed asset investment, foreign direct investment and human capital have different impact direction and extent on the industrial structure optimization. The corresponding policy recommendations for each group were put forward: for the group of a high degree of industrial structure optimization, to strengthen the level of government intervention and control or reduce fixed asset investment and foreign direct investment should be appropriate; for the group of the low degree of industrial structure optimization, to continue to improve logistics industry concentration and increase investment in education was advised; for the group of a high degree of logistics industry cluster, to maintain a high degree of the logistics industry concentration will help to optimize the industrial structure, and the role of government should also continue to play; for the group of the low degree of logistics industry cluster, to continue to improve the logistics industry concentration degree should be tried to break the threshold to achieve the shift from the negative impact to a positive impact, and the government’s active role together with investment in education should also be increased.
