Research On The Evaluation System, The Key Factors And The Approaches Of China’s Foreign Trade Transformation And Upgrading

During the NPC and CPPCC in 2013, Premier Li Keqiang first proposed the concept of 2.0 version of the China’s economy. This is a major strategic decision based on China’s basic national conditions and status of development, with important significance in accelerating foreign trade transformation and upgrading, as well maintaining the healthy and sustainable development of China’s economy. China has made substantial process in capital, finance, technology and other aspects, in addition, has expanded the scale of foreign trade, which gradually has become a crucial part of China’s economy since China joined the WTO. At the same time, China’s economic growth pattern is transferring from extensive growth into intensive growth. Besides that, China is also experiencing the transformation from big trade nation to the power one. However, along with the trend of global economic integration, China’s domestic economic environment is also changing deeply accompanying with the change in development of foreign trade. The weakening of the labor cost advantage, the shortage of competing products advantage, the escalation of trade friction have already become significant factors on restricting China’s foreign trade transformation. Moreover, China’s foreign trade has its own drawbacks, which are all restricting its own transformation and upgrading such as high pollution outputs and energy consumption, large proportion of labor-intensive industries and foreign-funded enterprises holding dominant positions.According to the situation, this article analyzes the connotation of China’s foreign trade transformation and upgrading, the evaluation index system of China’s foreign trade transformation and upgrading and the key factors of China’s foreign trade transformation and upgrading. It bases on the theoretical basis of China’s foreign trade transformation and upgrading,It contains four aspects,foreign trade economic and technical effect, structure optimization effect, transformation upgrade power and the supporting of environment resources aspects, using Analytic Hierarchy Process(AHP) evaluates the process of China’s foreign trade transformation and upgrading. At the same time, this article research the influence of economic development level, scientific and technological personnel quantity, technology input proportion, foreign trade structure, the main structure of foreign trade, industrial structure, industrial pollution. At last, according to the analysis of the present situation of China’s foreign trade, the evaluation index system of China’s foreign trade transformation and upgrading and the key factors of China’s foreign trade transformation and upgrading, and four approaches proposed to accelerate China’s foreign trade transformation and upgrading.
