Research On The Safety System Construction Of Agricultural Product Quality In Changchun City

With the continuous progress of the society and economy, agricultural products in human development and survival provides an indispensable material conditions, and greatly increased the demand for agricultural products. It has a direct impact on the quality of people’s material life, and people’s life safety. The quality safety of agricultural product has been become a hot topic of common concern in the world. However, in today’s agricultural products market, we have all kinds of harms health food and additives into the market, causing panic among consumers. On the other hand, some developed countries to set up trade barriers, which brought irreparable loss to many enterprises and even countries. The purpose of this paper is to introduce the safety system development status of agricultural product quality in Changchun City, to analyze the behavior of the main factors which influence the construction of the system, and to put forward the strategy of the construction of health and standard development of agricultural products quality and safety system in Changchun City, and implement of brand development stronger, bigger development ideas and countermeasures. By finding out the problems existing in the management of the quality and safety of agricultural products, it is to improve the supervision and management of the quality and safety of agricultural products, and to ensure the stability construction of security system. And protecting the majority of the people’s physical and mental health and safety of life and property has an important significance.This study used comparative analysis, structure analysis, questionnaire survey and other research methods. First of all, it analyzes the current situation of the development of quality security system of agricultural product in Changchun city, and summarize construction of five systems, quality safety laws and regulations system, standard gradually into a system, testing system, certification system, traceability system; Second, questionnaire investigation was carried out for enterprises and consumers, from three aspects of the government behavior, enterprise behavior and consumer behavior to summed up the main factors influencing the construction of quality security system of agricultural product in Changchun city; And then it summarizes the current problems existing in the construction of quality security system of agricultural product in Changchun city and analyzes the causes of specific issues; Next, the quality security system of agricultural product,at home and abroad were reviewed and compared with reference. Through summarizing the characteristics of the quality security system of agricultural product developed countries, it sorts out the enlightenment to our country; Finally corresponding countermeasures are put forward for perfecting the quality security system of agricultural product in Changchun city, to ensure the quality of agricultural products safety system healthy and normal running.Based on the above research, this paper puts forward the following countermeasures: the first is to speed up the revision of quality and safety laws and regulations and to strengthen law enforcement; the second is to constantly improve the quality and safety standard system construction, and to increasing regulatory means; the third is to establish and improve the safety inspection detection system of agricultural product quality; the fourth is to regulating the quality certification system of agricultural products, and to actively establish a safety and quality brand; the fifth is to accelerate establishment of agricultural products quality and safety trace-ability system, and to perfect the risk assessment system.
