The Traceability System Of Pork Quality And Safety In Jilin Province Based On Soft Systems Methodology

Pork is one of the main livestock products in Jilin Province, its yield up to 1.404 million tons in 2015, whichaccounted for 54.69% of the total output of meat and up 3 percent over 2014.The overall rise in volatility was the good momentum of development. But then, the pig farming was still mainly in the backyard and the production and distribution wasdecentralized relatively, whichwas difficult to ensure the quality and safety of meatdue to the primary cause of porkinformation asymmetry. So we need to establish pork traceability system to enhance pork quality and safety standards. On the one hand,traceability system could pinpoint the source of the problemwhen quality and safety of pork existand recall it in time; the circulation of insecure pork could be prevented; on the other hand, it also hasa deterrent effect on manufacturers,and reduces the presence of insecurity to ensurethe pork quality and safety.Firstly, the pork quality and safety traceability system was descriptively analyzed base on the research purpose, significance, literature review and the use of Soft Systems Methodology.Then the paper points out that pork traceability issues are ill-structured problems that can not be described with a clear mathematical socio-economic problems model, namely soft issues. Then theideas and stepsof Soft Systems Methodologyare introduced toprovide the basis for analysis of pork quality and traceability system security below.Secondly, the status quo of pork quality and safety traceability was describedfrom construction and application of systemin Jilin Province.In construction of current situation,regulatory and system constructionare analyzed,and critical control point in application Status is investigated, then they are summarized and described.Thirdly, the root definition ofthe traceability system is determined based on the description of the problem situation,and the conceptual modelis established combined with domestic and international experience. Compared with the conceptual model,theconstruction of the traceability systemis analyzed qualitatively. By using structural equation model,the retrospective application is analyzed quantitativelyin Jilin Province. Finally,the conclusion that the overall security status of pork quality and traceability of Jilin Province is not ideal. The main problem isthe small traceability market caused by factors such as the lack of relevant laws, inadequate execution of the relevant law enforcement, traceability body awareness, unwillingness to cause poor traceability and traceability costs and so on, The government should play a leading role in increasing supportand providingprotection for the traceability systemin the form of law.
