Based on the theory of performance management,this thesis analyzes the performance management business goals of C company and to determine the concrete concept of the human resources department performance evaluation effectiveness, which means reappraisal the staff’s performance management of human resources departments in the company. After analyzes the performance management work of C company, this study use performance appraisal theory, evaluate management theory model and some advanced experience of effectiveness evaluation learned from at home and abroad to construct a systematic, scientific, progressive and sustainable human resources department management evaluation system.This study builds a strategy management maturity evaluation model of human resource department in C company based on the three strategic performance management purposes(strategic, management, development purposes), five effectiveness assessment criteria(strategic consistency, clarity, acceptability, reliability and validity) and its concrete evaluation elements and the evaluation index. During the designing progress, this study combining the reality of C company’s applying KPI, from the perspective of performance appraisal basis, performance indicators, performance operation and results to produce 87 evaluation indicators which are proved by expert’s evaluation and questionnaire. The model also reference to the classification method of human resource management maturity evaluation model, divide the effectiveness of evaluation unit performance appraisal level into four different levels: 1 starinitial stage, 2 star- management level, 3 star- application level, 4 star- to upgrade and 5 star- the optimizing, clarify the performance appraisal work improvement path of ascension.The study will be used to guide and standardize the human resource management departments to improve their employee’s performance appraisal work, lay a foundation for the gradual optimization of performance appraisal system and enhances the level of human resource management departments’ performance management.
