In the knowledge era, technological learning plays a vital role in a firm’s development. This role is significant because technological learning is linked to a firm’s ability to innovate. Through technological learning, firms are able to enhance technological capability and production innovation, which become an important way for firms to obtain and maintain long-term competitive advantage. This paper based on the nature of technological capability, cut from the perspective of knowledge, set the corresponding selection criteria of learning objects, technological learning strategies and knowledge growth rules by analyzing the inter-enterprise technological learning behavior, and construct a simulation model of inter-firm technological learning behavior in technological innovation network. Then we analyze that how technological learning strategies and inter-enterprise networks initial form influence the ultimate learning effect of technological innovation network. Finally, by using the analysis method of complex networks, we discuss the evolution characteristics and regular pattern of technological innovation network structure under the technological learning rules we established. Through this research, we obtain the following conclusions:(1)How learning strategies and the initial relationship network the network influence learning effect. Firstly, weak replacement learning strategy either on the number or on the stability of the knowledge growth are better than balanced learning strategy. Secondly, with the knowledge level between the advanced nodes are almost the same during the learning process, the difference is that, when taking the complement weak learning strategies, all nodes of the network improve their knowledge level simultaneously, while taking the balanced learning strategies, the knowledge levels of all nodes of the network is simultaneous fluctuations and a downward trend. Thirdly, under the setting of this paper, the effect of initial structure of the network of technological learning exist only on the level of learning efficiency, but there is no fundamental impact.(2)With the introduction of technology opportunity, through simulation, we found that the innovation the types, the more the demand of knowledge innovation to realize more difficult and exponentially; the initial network effects on no fundamental innovation efficiency; weak replacement strategy innovation efficiency is highest, is better than that of mixed strategy, and mixed strategy is superior to the balanced strategy.(3)In the established rules of technology innovation network, the initial relationship network based on different value of p evolve to the technological innovation network are both have the scale-free property and small world property of complex network. Therefore, we conclude that it’s the inter-firm technological learning rules that play the major role in the evolution of network structure evolving but not the initial relationship network of firms.
