Informational technologies are flowing into Guangdong with an increasing speed nowadays because of the influence of foreign direct investment, technology licensing and transnational trade. This trend brings substantial challenges to social governance as well as the great improvement of technology and productive forces. Thus, an available regulation on technology import has attracted increasing attention in public administration. The effects of informational technology import on society, economy and polity are much more obscure and confused than those of commodity import. So, a clear understanding of it not only makes a convenience for the analysis and promotion of regulations but also provides some theoretical references for the strategy of technology development.Firstly, the traits of informational technology, the inherent rules of technology import, the factors, process, supply and demand of regulations and other core concepts are defined literally. Secondly, with the telecommunication industry as an example, a detailed analysis of the system, background, target, process and performance of regulations of informational technology import in Guangdong is made. Besides, this paper lists some driving forces that resulting to the bad regulation performance. Finally, this paper investigates the experience and lesson from America and England and provides some suggestions to prompt the regulation efficiency of technology import in Guangdong.
