Efficiency Of Urban Land And Its Differentiation Characteristics In Guanzhong Urban Agglomeration

With the process of new urbanization and intension of resource restraint, both of regional population increase and economic development require more in utilization of urban land. Guanzhong urban agglomeration, which is a typical western less-developed urban agglomeration, tapping the development potential and enhancing the overall efficiency of land use is the key to improve the quality of urban agglomeration. On the basis of measuring the land use efficiency of Guanzhong urban agglomeration, this paper analyzes the reason of the difference of efficiency between each city which provide reference for city development strategy.According to the theory of ecological economy, undesirable outputs brought by environment negative externality are taken into consideration. Based on theoretical framework of Cobb-Douglas production function, Delphi expert consultation is adopted to choose input- output elements. Then establish the model to evaluate urban land use efficiency in Guanzhong agglomeration in 2008-2014 by using data conversion function and data develop analysis. Besides through the analysis in the theory of the optimal city size, this paper constructs the panel threshold model to analyze the internal reason for the differences on land use efficiency in Guanzhong agglomeration. The results show that: Ignoring the undesirable output will lead to overvalue the efficiency of urban land. There is a huge disparity between Guanzhong agglomeration and benchmarking agglomeration, internal differences also exist in each city of Guanzhong agglomeration. Overall land use efficiency still remains at a low level and most cities have an excess input or output shortage problem. At present, the effect of urbanization of population on land use efficiency presents a remarkable interval effect. At the beginning, the expansion of urban population will promote land use efficiency, but as the concentration of population, urbanization process will be restricted to enhance the efficiency of urban land use. Besides, land urbanization extent, industrial structure, environmental protection expenditure all have significantly positive effect on land use efficiency, while investment intensity has negative correlation with land use efficiency.In view of these, more attention should be paid to negative effect of environment. It’s necessary to harmonize the relation between the population and the glebe and promote the rational flow of population in urban agglomeration on one hand. On the other hand, some measures should be carried on to narrow the difference of land use efficiency in the guanzhong urban agglomeration from city to city and realize the balanced unification development. Firstly, in order to enhance the capacity of absorbing capital and labor, we should strengthen infrastructure and create a sound environment for investment and consumption. Secondly, optimize the industrial structure and allocate production factors efficiently and reasonably.
