Construction land use efficiency is essentially the contribution of land elements to economic output.It is different from capital and labor which can be allocated to the region where they are used efficiently,the use of land elements is deeply influenced by geographical location.Many studies have proved that construction land use efficiency varies from region to region,In this realistic situation,what kind of spatial distribution the construction land use efficiency will have? At the same time,the supply of construction land is affected by local governments' game,a area with high land use efficiency may not be able to get enough construction land indicators.If we erase local governments' effect and reconfigure land resources according to its efficiency,the total economic output will increase or decrease? We will give some evidenced of these two questions.In order to answer the questions given above,we take the following steps: Firstly,take panel data from 2009 to 2014 of 54 counties in Guanzhong urban agglomeration,we apply the GWR spatial weighting method to measure the construction land efficiency of each county.Secondly,the 54 counties are divided into "central counties" and "peripheral counties".Through the "Zou test" and the empirical test,the structural differences of construction land efficiency between "central counties" and "peripheral counties" are identified.Thirdly,we analyze the spatial distribution of construction land efficiency and calculate the total output after land reallocation.We draw some main conclusions as follows:(1)On the time scale,the construction land efficiency in Guanzhong urban agglomeration increases year by year from 2009 to 2014 and it varies from country to country;and a county with high efficiency often has a faster efficiency growth rate.On the spatial scale,there is a high spatial clustering phenomenon of construction land efficiency in Guanzhong urban agglomeration.The area centers on "Xi'an and Xianyang City" and the area centers on "Baoji City" are two high-value spatial clustering regions,and the former is more statistically significant.(2)The result of "Zou test" shows that the construction land efficiencies of "central counties" are statistically significant different from which of the "peripheral counties".Further empirical tests show that the construction land efficiency between "main center counties" and "sub-central counties","sub-central counties" and "peripheral counties","main center counties" and "peripheral counties" is different.This structural differences have the characteristics of time accumulation and little difference in the same city.(3)The result of empirical analysis between geographical location and construction land efficiency show that,the non-linear relationship between construction land efficiency and the distance to the center of Xi'an(hereinafter referred to as distance),which indicates geographical location,shows the type of "?",which proves the "center-periphery" theory from the perspective of land use.The effect of land use change on land use efficiency shows that the net product of the expansion of construction land in the central area or sub-center area would be higher.So we re-allocate construction land according to efficiency level,which result of increasing total output.The land use type of each county is determined by its comparative advantage after our re-allocation,at this time,the utilization of construction land is concentrated in the "central counties",while the target of cultivated land protection is mainly undertaken by "peripheral counties".
