Investigate its reasons,the author concluded the following several reasons:the constraints of farmers’ cultural level,policy advocacy and policy implementation didn’t work well,low organization of farmers,farmers have no voice and so on.These factors restricted the standard of peasants’ acceptance and participation in policy feedback phase.At the end of this article, the author puts forward the optimization route choice of benefit preferential agricultural policies in our country,provides reference for perfecting corresponding policy system. In the meantime, the author also renewed calls the country and peasants benign interaction for the corresponding policies.
