Research On The Deviation And Countermeasure Of China 's Benefit Agriculture Policy

Since our country is a large agricultural country, three rural issues, crucial for the social stability and economic prosperity, are the key tasks for our government to deal with. However, since the founding of PRC, we have had to accelerate the industrialization of our country for the complicated domestic and international situations. In the meantime, as a developing country, we have sacrificed the development of agriculture for industrialization and ignored the interests of rural regions and farmers.It is until The Third Plenary Session of the 11 th Central Committee that our government began to pay more attention agricultural issues and increase the fiscal expenditure. Especially since 2002, our government has taken a series of measures to benefit farmers, which is of great significance for promoting the construction of new socialist countryside and well-off society, boosting the harmony and sustainable development of economy and society, constructing the harmonious socialist society and maintaining the social stability. However, as we all know, the realization of public policies lies in its execution. After the publishing of policies benefiting farmers, opposing views have also appeared, which seriously damage the effect of these policies. Therefore, we are supposed to probe into the deviation of the execution of these policies and the solution to deal with it.This thesis is based on the relevant theories in the field of execution of public policies, and then carefully examines and analyses the problems in the execution. After the field study and the collection of relevant data, this thesis discusses the concrete forms of deviation of execution in our country and the causes of these problems in depth. Then the validity of execution would be enhanced and ultimately the effectiveness and aims would be achieved, which could benefit all the farmers genuinely.This thesis consists of five parts. In the first part, based on the introduction of background and significance of this study, research design, research methods and researchcontents are presented. In the sdcond part, fundamental theories and concepts are analyzed, and then policies favorable to farmers and the deviation of their execution are discussed and explored deeply. In the third part, according to the policies of X town, D City, the deviation of execution is further explored. In the fourth part, based on the previous discussion, the causes for the deviation of policies are exposed. In the fifth part, suggestions for improving the effectiveness of the execution are proposed finally.
