Policy Research On Building A Collaborative Innovation System Of Innovative Metropolitan Region

In the process of modern social and economic development and urbanization, Metropolitan Region has become an important symbol that measures the economic development of a country or a region. Metropolitan Region, as an important regional organization of national and regional economic development, plays an important role in the construction and development of the innovative country and the national innovation system of our country. With the deepening of the social and economic development, regional innovation ability has become the important means of national and regional comprehensive competitiveness, also it becomes a huge driving force to promote the development of regional economy. Therefore, it has important practical significance and urgent needs to build the innovation system of Metropolitan Region that adapted with the economic and social development, to improve the innovation ability of city circle and to realize the economic and social sustainable development.The innovation of this article is that it put the Metropolitan Region theory, the theory of regional innovation system and the collaborative innovation theory, and it put forward the theory of Collaborative Innovation System of Innovative Metropolitan Region. The theory includes the concept of Collaborative Innovation System of Innovative Metropolitan Region, basic structure, operation mechanism, function and condition. Among them, the basic composition of Collaborative Innovation System of Innovative Metropolitan Region includes the innovative mainbody (enterprises, universities, government, research institutions and intermediaries), the elements of innovation (knowledge, technology, information, talents, funds) and the way of innovation (collaborative spatial coordination, innovation mainbody and innovation resources synergy). And the operation mechanism of Collaborative Innovation System of Innovative Metropolitan Region, which includes the self-organization mechanism, the coupling mechanism, the network drive mechanism and coordination mechanism.In this paper, on the basis of the theory of Collaborative Innovation System of Innovative Metropolitan Region, we take Su Xi-chang Metropolitan Region as an example, and by presenting the development of Su Xi-chang Metropolitan Region in recent years, through the regional innovation situation and existing problems of research analysis, we could provide a realistic basis of construction of Collaborative Innovation System of Innovative Metropolitan Region of the policy recommendations. Specifically, in the construction of innovative city circle collaborative innovation system, the relevant policies should be formulated in accordance with four basic, namely, the regional principle, harmony principle, difference principle and operability principle. Specific policy measures involve three aspects:the oriented policy of collaborative innovation mainbody, policy oriented to collaborative innovation network and policy oriented to collaborative innovation environment. Through interrelated, interaction and mutual influence, the innovative policy, which faced to innovation mainbody, collaborative innovation networks and innovation environment, has formed a complete system of policies. And it provides effective policy support and protection from all perspective to the construction of Collaborative Innovation System of Innovative Metropolitan Region.
