Study On Regional Innovation System Of Wuhan Metropolitan Region

Since the world's economy and technology is becoming integration, the international competition is getting more and more fiercely, China's regional economy is experiencing the transformation from resources economy to knowledge economy, regional economic to integrated economy, introduction-based economy to independent endogenous economy. This dissertation comprehensively applies knowledge theory of economics, management science, systems engineering, grafts the theory of life science on the base of innovation management and strategic management theory. Taking " Study on the Regional Innovation System of Wuhan Metropolitan Region" as the title, this dissertation takes the regional innovation system of Wuhan Metropolitan Region as an example, discusses the theory of regional innovation system, sorts out the status of innovation system of Wuhan urban agglomeration, compares the innovation capability of domestic metropolitan. According to this, this dissertation optimizes the design of the innovation system of Wuhan Metropolitan Region and gives corresponding countermeasures.This dissertation consists of seven chapters, and there are three main parts:(1) Theory study of regional innovation systems. This dissertation defines the conception of regional innovation system, which is a system, in a certain area, in order to realize product innovation, industrial innovation, environmental innovation eventually, main body units of innovation such as research institutes, enterprises and government forms the system by making use of the human resources, capital, technical resources inside and outside of the region and focusing on technological innovation, management innovation, mutual interaction, mutual conversion and mutual support of system innovation.This dissertation gives the framework of regional innovation system, which consists mainly of innovation main body, innovation content, innovation output, innovation investment, in a total of four parts, of twelve elements, reveals the framework of regional innovation system has a clear inner structured relationship and practical, powerful integrated features, considers the running of regional innovation system should adhere to demand-pull mechanism, ecological symbiosis mechanism, the mechanism of self-organization feedback and mechanism of life cycle stage conversion.(2) Evaluation theory and empirical research on regional innovation system capacity of Metropolitan Region. Based on the framework of the regional innovation system, this dissertation measures the innovation status of Metropolitan Region by comprehensive capacity index, which is composed of input index of innovation system, main body index of innovation and output index of innovation system. This dissertation also makes an empirical analysis of the capacity state of fourteen Metropolitan Regions which are Yangtze River Delta region, Pearl River Delta Region, The Beijing-Tianjin-Tangshan Region, Liaoning South City Group, Shandong peninsula, Chengdu and Chongqing areas, the economic zone on the west side of the Straits, zones of Guanzhong, Wuhan urban agglomeration, Central plains city, Changsha-Zhuzhou-Xiangtan Urban Agglomeration, areas of south and west Anhui, Jianghuai area, and Huaibei plain, Poyang Lake Agglomeration, Taiyuan Metropolitan Regions by using the analytic hierarchy process (AHP) method.(3) Study on the state quo, optimization design and safeguard measures of Wuhan Metropolitan Regions. Wuhan Metropolitan Regions, which centers on Wuhan, is a regional economic union consisting of Wuhan and surrounding nine cities of Huangshi, Ezhou, Xiaogan, Huanggang, Xianning, Xiantao, Tianmen, Qianjiang within the scope of 100 kilometers.The overall state of Wuhan Agglomeration innovation system is low efficiency of region innovation, the unbalanced area development, poor urban centers radiation in economy; the main bodies of Wuhan Metropolitan Regions innovation are relatively weak government, general enterprises and top research institutions. The innovation inputs of Wuhan Metropolitan Regions are strong talents, relatively weak capital and technology in general. Innovation outputs of Wuhan Metropolitan Regions are industrial situation in the medium, general innovation environment, weak product competition. The construction of Wuhan Metropolitan Regions innovation system should be in accordance with the "orderly transition of innovation main bodies, clear severity of innovation content, high efficiency of innovation and investment allocation, reasonable innovation output levels". Government, research institutions and enterprises must be explicitly divided in their functions and duties, through the establishment of strong metropolitan governance structure and establishment of efficient interaction platform with the government-industry-research interaction to realize the interaction of innovation main bodies, and through scientific planning such as innovative talent, capital and technology, integrated modern industrial system will be built, strong environmental support will be formed, product competitiveness will be significantly enhanced. First, the innovation development and promoting organizations should be set up; Second is to guide the three main bodies to take part in the construction of innovation system, which is composed of government's macro system innovation, corporate micro-management innovation, technological innovation of scientific research institutions; Finally, the "five" demonstration project of innovation development should be implemented, namely major demonstration project which is cooperated by Industry, Academe and Research Institutes, demonstration project of platform of the infrastructure for science and technology, demonstration project of Industrial Innovation Alliance, demonstration projects of the park innovation service system, demonstration projects of supporting platform of information technology. In this way, it comprehensively promotes the system innovation of Wuhan Metropolitan Regions, basically realizes the transitions from regional economic to integrated economy, resource economy to knowledge economy, introduction-based economy to endogenous economy, and promotes the construction of Resource-Saving and Environment-Friendly society by innovation.
