With continuous further reform of State-Owned Enterprise(SOE), the state has strengthen on supervision and management of financing platform company’s land, finance and tax system reform, and finance credit policy etc. The platform SOE is facing big baptism and challenge, under new economy and policy environment, and in the confusing of whether financing function of platform body will finally peeling off from the enterprise, the enterprise should insist on management idea of working on t wo legs on the forward road, that is management model of joining government financing platform together with entity management, by strengthenand enriching self-blood creating function, the enterprise could face the difficulties and catch good opportunity d uring tide of economy baptism and socialization progress.Under such background, after the platform enterprise taking founding, merger, restructuring etc. its industry scale is becoming more bigger, in order to strength its competition capability and influence, becoming group will be necessary road for each platform enterprise during development road. Meanwhile, for the newly-founded group, how to manage so that each member company can develop harmoniously and form force is becoming research topic of various researchers. As important branch of group control, HR control should define personal control, which can adopt group development strategy, combine management and business of each subsidiaryThe essay, starting from this, is a complete research on va rious group control in domestic and abroad, and HR control theory. It combines HR control demand factors for initial foundation period of LZ group, basing on group control model, we have adopted theory analysis, survey investigation and top management inte rview for analysis of LZ group control model, HR control status and existing problems. And on the basis of analysis of group and HR control model theory, influence choice factor, degree of centralization, we define that group various business branch should take “three plus three “control model, HR control model should be mixed direct management with supervision and analysis weakness and strength so that the control method can be more pertinence and practical.Implementation of HR control will be based on necessary improvement of HR basic module work, and position group HR department as policy standard setting center, supervision management center, key talent center and resource sharing center. Meanwhile combining group and subsidy’s responsibility definition, we will build detail control methods including LZ group improvement of organization structure, flow chart authority, system, compensation system, performance system.Finally, in order to make up current shortage of LZ HR control and further impro ve group HR control standard, the essay points out relevant safeguards such as taking group as total coordination structure, which mainly are followings:(1)set up group HR strategy committee, improve structure, and to fulfill well connection between group strategy arrangement and subject ofimplementation.(2)set up compensation management committee, improve group compensation decision-making structure, and toenhance efficiency and pertinence of compensation decision-making.(3)set up resource share platform, improve group HR information communication channel, and to achieve timely and high efficient transfer of group internal HR information.(4)enhance enterprise culture building, improve HR control theory broadcasting channel, and to achieve mind unconscious influence of employee on HR control.
