The management and control of enterprise group has become a difficult global theory problem faced by modern enterprise management, which also is a practical problem in an urgent need to solve in group business management. The human resources management and control in enterprise groups, however, is an important branch of group control, is also an important means to effective realization of group control. But in the implementation process of Human resource management control in the parent company, there have been many defects and irregular phenomena. For example, the degree of decentralization, level, mode, means, and the implementation and so of the human resource control are the problems need to be solved instantly.In this context, the paper Research Human Resources Management and Control model and content of LC Group through literature analysis and comparison method and questionnaire.To achieve control of the subsidiary, Human Resources Management and Control mode can be sorted into straight management control mode, control-based control mode and consultant-based control mode in accordance with the set of the different levels of decentralization. The select of human resource management and control model should take the comprehensive effect of a variety of factors into account, and then choose the suitable model for different situations. According to the above theories, the choice of human resources management and control model of LC Group mainly influenced by "subsidiary holding level", "subsidiary importance of the level","cultural differences between parent and subsidiary companies level" and "parent leader style" factors.Human resources planning, recruitment management, training management, staff mobility, performance appraisal, salary management is the manner and specific content of the parent company's human resource management control. On the premise of the match between human resource management control, parent company and subsidiary take on different duties in various content modules when the parent company choose different human resources modes. The whole control and collaborative efforts of relatively centralized control mode in LC Group are initially weak, together with responsibility missing of the parent, are now the main problem. To enhance and strengthen the parent control efforts and synergies, the company should take measures as follows:(1) To establish complete competency-based human resources, and create unity;(2)To implement the ex-competition and incentive pay management\control system inner;(3) To strengthen professional management through creating dual career path of the rank management system as the starting point;(4) To establish and improve balanced scorecard and goal management based performance appraisal system;(5) To upgrade the whole ability of human resources management and control by e-HR.
