Study On The Evaluation Of The Effect Of Primaryendowment Insurance In Hebei Province

Endowment insurance system is an important tool to protect the basic living needs and provide a stable and reliable source of income for the elderly as an important part of the social security system. Though we have got some results in the basic old-age insurance undertaking in Hebei province, especially the endowment insurance of urban and rural residents has walked in the forefront of the country, we still face representative problems and new situation to a certain degree. Various problems are increasingly prominent, if we do not timely take effective solution, it is bound to harm the interests of the beneficiaries, and is not conducive to realize the social justice, and affect the sustainable development of the endowment insurance system. This study builds a set of scientific and reasonable evaluation index system from three dimensions as fairness, efficiency and sustainability to evaluate the comprehensive effect and divide the evaluation grades in Hebei province. Using fuzzy comprehensive evaluation method to calculate the index rank set to determine the final evaluation results. At the same time, the study provides some new ideas for theoretical study on old-age insurance, and puts forwards some policy proposals for capacity-building of Hebei province.First of all, through the first chapter of this article, it describes the background, significance, contents and methods, research, building the research framework. Then in the second chapter it discusses the concepts and theory based.Secondly, the paper sort out the insurance status of implementation and integration, including old-age insurance system reform process, information, running, funding, payment and information system construction in Hebei province to obtain the necessary objective data.Again, we construct an effect evaluation index system of basic old-age insurance in Hebei province and use hierarchy analysis process to determine weight of each indicator, with fuzzy comprehensive evaluation method to do a comprehensive evaluation of effect in Hebei province, concluding that the effect of primary endowment insurance is as the average.Finally, based on the empirical analysis, objective running data of pension and policy implementation in Hebei province, we point out the achievements of the system and the existing problems, and then put forward targeted proposals to promote the improvement of old-age insurance system and sustainable development in Hebei province.
