Hebei Province Rural Social Endowment Insurance System Implementation Effect Research

Along with the economic development of our country, the reform of the entire society has been deepened greatly, the construction of the new type urbanization has achieved a consensus among people in the society from all walks of life, the key to which are to solve the social construction in rural areas, to change farmers life style as well as to make reforms on agricultural economy. However, the weakening of social security function of rural lands, the gradual fading of traditional filial ideology, the speeding up of immigration, the entering into cities of a great many of young rural workers to work and the reduction of the number of rural labors all have deepened the degree of ageing of rural population, and at the same time, the requirement of services for the older rural people is further increased and the corresponding social security in rural areas is very limited. Therefore, in the process of “people-oriented”, it is of important practical significance to further improve the rural social endowment insurance system to establish a system balancing urban and rural development.It will study and discuss some issues mainly from the following four aspects: first of all, it will review the historical changes of rural social pension insurance policies in our country by using the institutional change theory, the main range of study is the process from the establishment of the traditional “old rural social pension insurance” in 1986 to the establishment of the nationwide social endowment insurance system for urban and rural residents. By applying the method of comparative analysis, it explores the features of rural social pension insurance policies in our country in the past 30 years and seeks reasons for the institutional change of these policies.Secondly, it uses methods of questionnaire and case interview to make an empirical investigation on county T of Hebei province. The three years implementation of rural social endowment insurance has obtained support from a great majority of farmers of county T and the insurance rates is very high. However, there are also a lot of problems, our survey shows that, the farmers’ understanding of rural social endowment insurance system is not enough, the relevant information is very limited, the security level is too low, the management at the grassroots level is bad, the professional competence of the handling personnel needs to be strengthened, the transfer and renewing of the endowment insurance relationship between different regions lacks effective legal security, collective allowance is not security, one-sided pursuit of local government rates and so on. By collecting the survey data of county T, it makes a comprehensive assessment and analysis on the performance of the implementation of the implementation of rural society endowment insurance policies in Hebei province.Thirdly, starting from satisfaction of the insurance participants on rural social endowment insurance policies, it designs a satisfaction index system, and applies the Likert satisfaction scale to evaluate the effects of rural social endowment insurance policies and bases on the national and social interaction theory and the theory of customer satisfaction to analyze the interests interaction relations among the parties that have participated in the policies. It applies the method of cross analysis to analyze every factor that may influence the satisfaction of the participants, and applies the decision analytical method to explore the reasons for the choice of the participants, so as to improve the satisfaction degree of insured persons on rural social endowment insurance policies.In the end, based on the above analysis and research, and by learning from the experience and enlightenment of rural social endowment insurance system at home and abroad, it puts forward some suggestions on improving and building a fairer and more sustainable rural social endowment insurance system, which includes balancing the relations among personal pension, family pension and social pension as well as state pension, establishing a national endowment the interests of the interaction between various main bodies, to establish a endowment insurance system for urban and rural residents with a unity of justice between form and essence, which should take the need of farmers as its guidance and provides sound service for the aged to fully achieve the goal of making the aged farmers to be cared and have something to rely on.
