Farmland is the foundation of grain production. The construction of well-facilitied capital farmland, as an important measure to implement the most stringent farmland protection system and to ensure food security, has an important strategic significance of improving the comprehensive agricultural production capacity, promoting the development of agricultural modernization, agricultural production, farmers’ income increase and the development of rural areas. Basic farmland, as the most essential part of farmland, is the key objects of well-facilitied capital farmland construction. Paddy fields and rainfed land are staggered distribution in the Southwest Hilly Area. The quality and cultivation of paddy field is better than that of dry land. It is determined that the basic farmland in the paddy field will be focus on the construction of high standard farmland area. Reasonable partitions of well-facilitied paddy field construction and determing the rearrangement project supporting is related to the success or failure of well-facilitied capital farmland construction.This paper, taking the Tongnan District, the typical areas in shallow hilly and flatland landform, as the study case, by means of the Arc Gis data platform, and based on the land use change data in 2014, combines with agricultural land classification and grading results, land use overall planning database and well-facilitied capital farmland construction requirements, to study construction potential partition and rearrangement project supporting of the well-facilitied paddy field in the Shallow Hilly and Flatland Region. On the one hand, through the influential factors analysis on the well-facilitied paddy field, builds an evaluation indexes system, uses multi factor comprehensive evaluation method and sequential correction method to evaluate the quality of paddy field type basic farmland. On the other hand, analysis of limiting factors can be transformation degree to division the level of restriction, according to the type of combination to determine the well-facilitied paddy field rearrangement project supporting type. The main research conclusions are drawn as follows:(1) The establishment of well-facilitied capital farmland quality evaluation index system is an important basis for the construction area division of well-facilitied capital farmland. The study of well-facilitied paddy field influential factors based on natural quality, spatial morphological characteristics, fully supported facilities and outside environment, shows that topographic gradient, ridge coefficient, concentrated, irrigation guarantee rate, network density and "production cost" index affect well-facilitied paddy field construction greatly. The evaluation index system can not only evaluate the potential construction of well-facilitied paddy field, but also can evaluate the well-facilitied capital farmland, which can be used to monitor the quality of the well-facilitied capital farmland.(2) The construction of well-facilitied paddy field in Tongnan district is suitable for high degree, and the potential is great. According to the defined rules of well-facilitied paddy field construction scope, the whole region is divided into three areas, namely key area, restricted area and prohibited area, which account for 66.25%, 15.27% and 18.48% respectively. The key construction areas of well-facilitied paddy field has 26291.92hm~2 and higher than the 12 th five-year well-facilitied capital farmland construction task, 18700hm~2, without considering the well-facilitied dry land, slightly lower than the region’s construction potential, 30000hm~2. Evaluation is not only in conformity with the existing planning, and for the subsequent well-facilitied farmland construction reference. The key area in the global distribution is concentrated of the Fujiang River and the Qiongjiang River. The restricted area is less and the distribution is disperse, mainly concentrated in the the south towns of Wofo Wugui and Xinsheng, the east town of Shanghe. The prohibited area is mainly concentrated in the middle of Guilin Street Office and Zitong Street Office, due to the impact of urban planning, these areas may development of urban land use, and therefore should not be classified as the well-facilitied capital farmland construction area.(3) Through the study of the key area, it is divided into three construction types, namely qualified type, slightly modified type and comprehensive rearrangement type, with the proportion of 23.30%, 33.93% and 42.77% respectively. The qualified area have 6125.99hm~2, mainly distributed in the Qiongjiang River coast, the town of Baizi, the town of Tai’an, the town of Xiaodu, the town of Chongkan, and the Fujiang River coast of Guilin Street Office and the town of Longxing; the slightly modified area have 8922.09hm~2, mainly distributed in the town of Tangba, the town of Baizi, the town of Chongkan, the town of Xiaodu, the town of Shuangjiang and the town of Tai’an; the comprehensive rearrangement area have 11243.84hm~2, mainly distributed in the town of Guxi,the town of Tangba, the town of Xiaodu, the town of Longxing and the town of Baolong. As for the spatial distribution of basic farmland, areas that need slight modified are surrounding the areas that have already been equipped with the basic constructive condition, while the areas that need comprehensive renovation are comparatively dispersed.(4) Land formation, irrigation and drainage irrigation facilities are the key project of well-facilitied paddy field construction in Tongnan District. Based on the results of construction type and the analysis of the limiting factors, the area that needed to be constructed is divided into 5 types of remediation projects, that is, the area of soil improvement leading type, the area of land formation leading type, the area of irrigation conditions leading type, the area of field road construction leading type, the area of ecological protection leading type, and the specific data are 77.74hm~2、9328.98hm~2、9482.77hm~2、404.12hm~2and872.32hm~2, respectively accounting for 0.39%,42.26%, 47.02%, 2.00% and 4.33% of the total area of well-facilitied paddy field renovation. The land formation leading type and the irrigation conditions leading type, the highest proportion, which adaptive to the characteristics of the research object of paddy field, to the well-facilitied basic farmland scale and mechanization of production. Due to only consider the new field road project without considering the field roads repair, harden and the production of road construction, leading the type area proportion is low. The soil improvement leading type and the ecological protection leading type are relatively dispersed. It should reasonably arrange the construction sequence of well-facilitied paddy field according to ―along the river of Qiong and the river of Fu- between the river of Qiong and the river of Fu – north and south‖ in Tongnan District.
