Land consolidation is a synthetic process of human continuous construction land and reconfiguration land in the scope of land use researh. Land consolidation analysis is an effect method to promote the rational land use, adjust land use structure and the important means of land relations, achieve the rational allocation of land resources, as well as improve the land utilization and the ecological environment, it has played a role cannot be underestimated, increasingly become the focus of social attention. And our country is a big country of agriculture, food problem has been the important strategic issue concerns the national economy and people’s livelihood. Therefore, land consolidation as achieving cultivated land protection, safeguard social and economic development, implementation, and the total dynamic balance of dynamic balance, it is particularly important to improve the important means of agricultural production conditions. How to optimize the use of limited arable land resources, improve the quantity and area to ensure a long-term mechanism of cultivated land is the focus of the current need to think about and research.At present, the research of cultivated land consolidation in mountain area is still in its infancy stage, mainky focus on the calculation of cultivated land development and consolidation potentiality and planning work of t sustainable land development based on the analysis of regional land consolidation potentiality precondition, whose results directly or indirectly influence the regional land use planning. So this article is based on GIS technology to establishing database of cultivated land consolidation planning, management of cultivated land spatial distribution information and non-spatial data, analysis of driving forces of cultivated land space differentiation, from land development and consolidation potential of quality and quantity of potential two ways to measure of cultivated land potential, and calculate the comprehensive potential of land development and consolidation, determine the level of cultivated land consolidation potential, and the cultivated land consolidation potential partition, scheme provided the scientific basis for cultivated land resources optimization utilization. This paper studies the main conclusion is as follows:1. Based on the analysis of elevation and slope data of Shiyan, we make use of the constellation cluster analysis method to define the potentiality division unit of Shiyan, considering the different areas of the local land use structure important degree, combined with comprehensive index is analyzed, the result of the classification could be divided into eight shiyan area. This method will influence factors of cultivated land consolidation of quantitative analysis, can better reflect the different factors under the influence of different cultivated land consolidation potential.2. Using the standard coefficient method, we calculateed the existing cultivated land of the newly expended arable land, we also analysis the land use status of various villages and towns in existing arable land in Shiyan, as well as obtain the amount of existing potential arable land. Provide the basis for shiyan the existing cultivated land consolidation potential. In for cultivated land reserve resources for the development of shiyan to the process of investigation and analysis, this article first to shiyan appropriate tillage backup resource development has carried on the adaptability evaluation, divided into high, medium appropriate, barely suitable and not suitable four level, most appropriate tillage back-up resources to develop land suitability are distributed in highly appropriate and moderate suitable, there are a few narrowly suitable for land to be developed. After appropriate tillage back-up resources development and the adaptability evaluation of the development can increase effective arable land as appropriate tillage the number of backup resources development potential. For shiyan appropriate tillage back-up resources development potential, the number of solved shiyan area of cultivated land development and consolidation potential is unclear.3. Based on the farmland classification, we adopt standard grain conversion method, combined with the actual investigation and new theoretical yield and actual yield of the cultivated land, to the finished production capacity per unit area of cultivated land increase degree to represent the quality of the cultivated land consolidation potential. For the quality of cultivated land development and consolidation potential of shiyan area not clear problem provides the solution.4. Through the quality and quantity analysis of cultivated land consolidation potential in different regions of Shiyan, using cultivated land comprehensive potential measurement method, the cultivated land consolidation potential of improving the output of grain as the cultivated land consolidation comprehensive, and differentiate the level of cultivated land consolidation comprehensive potential.
