With China's agriculture entering a critical period of transformation and upgrading to modern agriculture,The integration and development of rural primary,secondary and tertiary industries(hereinafter referred to as rural industries)embodies the inevitable requirement of building modern agricultural industry system and exploring the road of agricultural modernization with Chinese characteristics,plays an important role in promoting farmers' income and agricultural efficiency,and is an important way to solve the problem of "agriculture,countryside and farmers" and to promote the strategy of rural revitalization.Focusing on the current policy background,and based on the method of fuzzy matter-element analysis,this dissertation conducts in-depth research on the evaluation of rural industrial integration development,tries to construct an evaluation index system and a fuzzy matter-element evaluation model to objectively reflect the problems in the process of integration development and the economic and social effects.To provide reference for the establishment of mechanisms to promote integration and development,and to promote better integration and development of rural industries.Through the analysis of the connotation and purpose of rural industrial integration development,this dissertation constructs an evaluation index system including 16 specific indicators,and uses the method of entropy to determine the weight of indicators.Then a fuzzy matter-element evaluation model is constructed to collect the panel data of 31 provinces and municipalities in China from 2013 to 2017,to calculate the integration development value of China and other provinces and municipalities,and to carry out time series analysis and spatial analysis.The dissertation found that the current level of rural industrial integration development in China needs to be improved,the spatial and temporal distribution is unbalanced,and the development of the eastern and central regions is faster than that of the western regions.The main reasons for the difference in the development level of rural industrial integration in China are policy support,industrial structure,integration path and technology penetration.Among them,the policy effect lags behind,but still plays a certain role in promoting.Based on the above analysis results,this dissertation puts forward four policy suggestions on how to effectively solve the problems facing the development of rural industry in China and how to improve the current level of rural industry integration development,which are strengthening government management guidance,improving the agricultural industry system,increasing the multi-functional development of agriculture and accelerating the innovation of agricultural technology.
