With the development of national economy of our country, small and mid-sized enterprise with its own characteristics and advantages plays an increasingly important role in promoting the development of social market economy in China and in the process of transformation. So to speak, development of Small and mid-sized enterprise has vital significance to promote the adjustment of the economic structure transformation. secretary Xi points out at the 12 th National People’s Congress fourth conference for Heilongjiang delegation review that, Heilongjiang province as a big agricultural province and the old industrial based economy suffered a large resistance, it needs development of industrialization of achievement of new and high technology and further implement of the strategy of innovation. Heilongjiang province has a strong technology strength, depending on the technology and many inventions of scientific research in Harbin institute of technology, Harbin engineering university and other famous universities. Is not only beneficial to realize the scientific and technological achievements transforming into a high-tech industrial projects and science and technology enterprises, but also help to speed up the formation of strategic emerging industries. But, restricted by various subjective and objective factors, technology-based SMES are often faced with financing difficulties and the plight of a shortage of funds in the process of operation, and it limits development and expansion of enterprise. Therefore, how to help enterprises break through the financing "bottleneck" and the restriction of the shortage of funds is a problem that worth exploring and solving.This article selects science and technology of small and medium-sized enterprises in key industries in Heilongjiang province as research objects. Investigating and analyzing the present economic development situation and the present operating and financing status of small and mid-sized enterprise in Heilongjiang province. Empirical researching what may affect corporate financing, and proposing countermeasures according to the results. This paper elaborates main financing channels and the existing problems at present stage of the science and technology of small and medium-sized enterprises in Heilongjiang province. The author holds that technology research and development ability insufficiency, the enterprise operation and management confusion and lack of physical assets is the internal factors that cause the financing difficulties. And that lack of external financing channels is also restricts the development of technology-based SMES. Therefore, enterprises should improve their own management level and profitability, fully expand external financing channels to solve the problems that facing. At the same time, the government should also continue to increase policy support and improve the financial market system to help small and mid-sized enterprises’ financing problems.
