Performance management system has its own rules and characteristics of in-depth research, is advantageous to the enterprise for human resources development and management, reasonable configuration and make full use of human resources, to promote the smooth realization of the enterprise business performance. The real estate industry is cyclical, relevance, the characteristics of regional and policy sensitivity, how in severe changes and competitive market environment to realize the enterprise the management goal, is a difficult problem in front of many real estate enterprises. Now the introduction of management by objectives and performance management in the use of the real estate industry, causing people to implement a new understanding of business objectives.. The performance evaluation system based on management by objectives is to achieve business goals, maximum limit to mobilize and inspire staff enthusiasm and creativity, improve the global idea of all departments, enhance the vitality of enterprise competition, make each department to work effection market competition. But in practice, many enterprise implementation of performance appraisal methods, the level of depth, each are not identical, appear the problem of one kind or another, affect the effect of the performance appraisal in different degrees. In this paper, the target management oriented performance management system is discussed, with X real estate company as an example, analyzed influence X the main reason for the real estate company performance management, and to find its in-depth analysis to the main problem. X real estate company after clear annual business objectives,such as to improve the performance appraisal system effective operation laid the foundation management. By using a group company annual business target layers of decomposition, department goals and personal goals to form harmonious and unified system of targets, at the same time to strengthen the monitoring of goal realization process, in targets tracking management, raising the agreed job performance to achieve business goals. In this article, through analyzing the present situation and the problems of real estate company X, based on management by objectives to improve the performance appraisal system of advice, based on the target management performance evaluation system applied to real estate provides a theoretical basis.
