With the increasingly severe global climate problem, low carbon economy has been pushed onto the historical stage, the low carbon revolution is rising. In the future, the competition between the regions is the low carbon as the center, which has created new opportunities for the economic development of all countries in the world, as well as a great challenge. In this context, the logistics industry as a large energy consumption industry, has the responsibility and obligation to make a difference in the low carbon economy. To objectively grasp the regional low carbon logistics capability, enhance China’s logistics industry under the low carbon economy competitiveness, this paper from the concept of low carbon logistics as the starting point, considering the significance of the Silk Road Economic Belt and the constraints of low carbon economy on logistics industry, analyzes the nine provinces of the low carbon logistics capability in the Silk Road Economic Belt.The evaluation of regional low carbon logistics capability, can objectively understand the development status and trends of regional low-carbon logistics, the main influence factors to clear the area of low carbon logistics capability, has important significance to promote the healthy development of regional low-carbon logistics. First of all, this paper based on the study of literature, understand the research status of regional logistics, low-carbon logistics and logistics capability, defines the concept of regional low carbon logistics capability, and make clear the research subject. Secondly, based on the concept of regional low carbon logistics capability, according to the design principles of the index system, the evaluation index system is constructed from two dimensions of regional low carbon logistics comprehensive strength and development potential. Third, combining the global factor analysis and cluster analysis to build the model. Through global factor analysis method to analyze panel data processing, get the common factor and composite scores, based on factor analysis results using the hierarchical clustering analysis method for clustering multiple provinces and regions. Fourth, using the evaluation model of regional low carbon logistics to silk road economic belt nine provinces in 2009-2013 panel data for empirical analysis, get nine provinces of regional low carbon logistics capability factor score and hierarchical clustering results, evaluated the nine provinces in the past five years of low carbon development present situation, the change trend of logistics capability and advantages or disadvantages, finally put forward corresponding countermeasures. In establishing the evaluation index system, this paper considers the energy consumption and CO2 emissions of regional logistics, choose the energy consumption per unit output value and the carbon emissions per unit of output for two indicators, in order to more objectively reflect the regional low carbon logistics development level.
