Research On The Government Function Improvement About The Construction Of Beautiful Countryside In Quanzhou

In order to accelerate the harmonious development of new rural areas and towns of the city and promote the economic and social development both in cities and countries. In 2012, Quanzhou government decided to take an a five-year action plan on the "beautiful countryside" construction. Therefore, it is worthy of further study that how the government plays the role in promoting the "beautiful countryside" construction.This paper is based on the theory of market failure and service-type government,using a combination of theoretical research and case analysis method, studying the construction of beautiful countryside in Yongchun and Jinjiang. Starting with the analysis of government functions, the paper focuses on the important role the government plays in the "beautiful countryside" construction in planning guidance, policy support, financial support, organizational guarantee and education and training, and pointes out the problems on village planning, funding, government guidance, construction system and structural reform. In the meantime, analyze the reasons from achievement view, administrative act, policy quality, cadres awareness and financial resources. Finally, combining the reality of Quanzhou, on the basis of experience of the government inside and outside on promoting the construction of countryside, the paper makes specific recommendation on strengthening the role of government to promote the "beautiful countryside" construction, especially in the scientific planning, financial guarantee, leading and guidance, perfecting the system of construction and speeding up the reform of the system and so on.
