Research On Beautiful Countryside Construction Of Pingqiao Distric, Xinyang City

China is a country with huge population, in which the peasants account for large proportion. Agriculture, village and peasant are fundamental to our country. Since the reform and opening-up, the economy, society and other aspects in our country have obtained fast development, and people's living standard has beenimproved continually. However, the urban-rural gap has been enlargedconstantly. Some peasants still live in poverty, the development pace toagriculturalcentralization, technicalization and characteristic is slow, and ecological environment in village could not be improved efficiently, all of which are relevant to peasants' vital interests. The existence of these problems not only impacts social stability, but also restricts the realization of the overall objective “all-round well-being” society in our country. Therefore, we have put forward the task of establishing beautiful village.Since launching the pilot work of beautiful village in 2011, Pingqiao District has achieved certain effect from prioritizing in developing Haotang Village and Xinji Village to launch overall beautiful village construction through government guidance. All of the experiences have laid foundation for the in-depth development of beautiful village, and are of guiding and referential significance to rural construction in all kinds of regions.This paper took the beautiful village construction in Pingqiao District as research object. By applying literature research method, case analysis method and questionnaire method comprehensively, it learned about the main measures carried out for beautiful village construction and the achieved effects in detail. In the meantime, after having interviewed Wulidian sub-district office, Lumiaojie sub-district office(area prepared for construction), Minggang Town, Wuli Town, Gan'an sub-district office, Chengyang townsite protection zone, Wanggang Village, Xiaowang Town and Yanghe Town and so on, in total 18 administrative villages in 9 villages, towns and sub-district offices, it fully grasped the practical conditions in Pingqiao District during establishing beautiful village, and pointed out that the cognition to ecological construction is insufficient, sanitary problems are highlighted; funds for environmental renovation are insufficient, follow-up management is lacking; the characteristic of industrial development is insufficient, standard management is lacking; governmental management is not enough democratic, measures are difficult to be implemented; staff in rural construction is lacking, professionals are few and other problems. Finally it put forward such construction shall be set about from five aspects, namely safeguard funds, consolidate infrastructure construction; complete planning, improve peasants' living condition; democratic management, promote the efficiency of public service; widen channel, facilitate the development of specialty industry; intensify education, enhance reserve of talents, which could optimize the management of beautiful village construction further and provide reference for such construction in other regions.
