With the rapid development of expressway, toll revenue in our country also innovates repeatedly tall. However, due to the overall management level of freeway is not high,reducing the highway owing on the loan servicing capacity, restricting the healthy development of the highway around. It is urgent to establish a set of feasible performance appraisal system, to improve the service level and efficiency of toll station.In this paper, through abusing of taking Hebei Baojin highway existing toll collector performance appraisal system exist, use the performance appraisal KPI (Key Performance Indicator Approach), to design and practice of toll-star performance appraisal system, expect to provide some reference for the highway toll management.The existing performance appraisal system of Hebei Baojin highway takes a certain effect on the implementation of the toll station of standardized management, but in practice, the existing evaluation system also reflected some shortcomings. Such as performance evaluation index set unreasonable, the lack of specific evaluation indicators of toll collector appraisal; performance appraisal of publicity is not in place, staff awareness of the existence of errors; the company managers on performance appraisal result, light process; the result of appraisal feedback, communication.Through the diagnosis, the Hebei Baojin highway toll staff performance appraisal system for the redesign. The research method of this paper mainly uses empirical analysis and normative analysis method of combining, according to human resource management theory, incentive theory, organizational behavior, combined with Hebei Baojin highway Limited company practice of performance evaluation of member fees, design fees member of star level relative performance appraisal assessment standard and assessment method, and has carried on the the practice verification, the results have become strong feasibility and operability.
