With the trend of economic globalization increasing,the iron and steel enterprises participate in international competition deeply. The capacity of the iron and steel overseas marketing is becoming one of the core competitiveness. The domestic iron and steel enterprises began to set up overseas marketing organizations in the 1990s, and gradually began to explore the way to evaluate the performance of the overseas marketing organizations. In the past, people used many financial indicators to evaluate, which was lack of quantifiable, objective and realistic evaluation of theories and methods. Therefore, we must face the important issue that we should analyze the shortcomings of the iron and steel enterprises overseas marketing performance evaluation, make use of the relevant theoretical knowledge to build a more scientific, complete, systematic index system of the iron and steel enterprises overseas marketing performance evaluation, and use systematic methods to analyze and evaluate it.The concept and necessity of the iron and steel enterprises overseas marketing performance evaluation are introduced first of all. The theoretical and practical significance are expounded in this paper. And then, the status of the iron and steel enterprises overseas performance evaluation system is introduced in detail. The inadequacy of the performance evaluation system is analyzed. Then, The existing problems are studied.The ideas of the goal-oriented performance evaluation system are introduced. The guiding ideology of the iron and steel enterprises overseas marketing performance evaluation is established, the target system of the performance evaluation is initially established. The framework of the performance evaluation is built through embedding the ideas of the Balanced Scorecard in the performance evaluation, the performance evaluation index system of the iron and steel enterprises overseas marketing is built. Every index is analyzed and explained. Moreover, the weight of every index is confirmed by AHP. The FCE model of the overseas marketing performance evaluation is set up. The programs and methods of the overseas marketing performance evaluation are established. At last, the model is proved practical by operating it in one case.
