Shanghai’s economy has achieved rapid growth since the 21st century. Yet the city is facing various difficulties including scarcity of land resources, high human resource costs, unreasonable industrial structure and relatively weak technical innovativeness, all restrain its sustainable development.There is still much to be done for Shanghai to expedite the process of making it a city for“four centers”, realizing its“four priorities”, and implementing“four guarantees”. Compared with international major cities, it has come to a critical time for Shanghai to adjust its industrial structure, while the key point is talents.There are nearly 60 higher schools in Shanghai that have good environment and conditions for talent cultivation. Yet the universities have been lagging behind in recent years both in scale and structure in terms of cultivating excellent talents to satisfy fast development in economy and society. They are not contributing enough to help Shanghai become an international talent highland. The government and the academic community have been thinking about what kind of talents universities should turn out, how to foster talents, and how to reform the higher education mechanism.This thesis tries to thoroughly probe adjustments in academic subject allocation of Shanghai-based universities from the perspective of talent demand of the city’s economic development. The thesis discusses the positioning and the general target of Shanghai university education development, and resultant theories and viewpoints for academic subject allocation from perspectives including public management, public economics, human resource management and pedagogy. It also has in-depth analysis on the current situation of domestic university academic subject allocation, the employment situation of university graduates, study talent demand from Shanghai’s social and economic development, especially those from economic and industrial development plans for the next five to ten years. It also discusses combination of academic subjects and industries, as well as how university graduates can do to adapt to demand of the society and enterprises, to consciously participate in market competition and human resource competition.Through research approaches including case study, social investigation and spot interview, as well as knowledge and theories the author learned in MPA courses, the thesis make comparisons between university academic subject allocation and the direction of Shanghai’s economic and industrial development, education and management planning of universities and the demand of Shanghai’s economic and industrial development. It analyzes the advantages and disadvantages of university academic subject allocation, suggesting measures and policies to the government regarding macro management on higher education, as well as opinions and suggestions to higher schools on academic subject allocation...
