Talent resource is the most important resource of social economy development, Nowadays we are experiencing that market economy has been improving gradually and developing extremely quickly. On the other hand, the situation of our country is that we do have a huge population but we are not really big country with abundant talent. The shortage conflict between demand and supply of talent is getting more severe. It is the focus on how to optimize with science and reason the allocation of talent. Under the market economy system, market competition mechanism initiates price system to transfer economy information efficiently and rapidly and get resources allocated with efficiency. Therefore, in order to optimize the talent allocation, market is the only way to realize. What roles the government shall play on realizing and accelerating the allocation with reason of talent resources, this article is trying to research based on the multi-view of economics, public management, politics, etc., and analyze with the supports of market failure theory, government failure theory and governor theory. Then it is also trying to shape a theoretic analysis frame and make it clear what roles the government shall play on the market allocation of talent resources. Referring to abroad literatures such as from Europe, America and Asia, comparison research on the roles that China government and foreign governments play on market allocation of talent resources has been made. Theory analysis concludes the current problems when our government implement its functions over market allocation of talent resources such as what is beyond its functions, what is not enough to live up to so far, and what is crossover etc.. Finally in the light of our country's situations and the lessons and experiences from abroad, the related suggestions and solutions have been presented for reference.
