Talent is a key factor to the survival and development of the enterprises, determines the competitiveness of enterprises, mutual influence and mutual restriction with the development of economy and the progress of science and technology. As a SMEs dominated manufacturing province, Zhejiang province is famous for its "massive economy", have to face the impact of economic structural transformation in recent years. In order to improve their own competitiveness, enterprises have to take the road of the transformation and upgrading. Talent as one of the bottleneck of the road of enterprise transformation and upgrading, cause the attention of people. At present, China have abundant human resources, there are a large number of college graduates every year, but still suffered employment difficulties. Talent bottleneck shows that the enterprise lack of talent, talent dilemma shows that there are abundant of human resources but enterprise recruit less than satisfied with the talent. The key point of this contradiction is the cohesion of the talent supply and demand. How to translate the rich population resources into the human resources that the enterprise needing. It is an opportunity and a challenge to the higher vocational colleges who shoulder the responsibility of training higher vocational and technical personnel.This study from the point of view of the transformation and upgrading for the small and medium size business, adhere to the route of regional and the combination of the sociology and education, with the employment capability theory, human capital theory, talent training theory as the theoretical basis to support this study. For automobile and motorcycle industry as an example, for the enterprise managements, by the method of the interviewing and questionnaire, complete the investigation of the demand of the vocational technical talents. For the higher vocational colleges, complete the investigation of the supply situation of the vocational technical talents. Acquire the feedback information from the higher vocational graduates by the questionnaire method. Complete the investigation of the higher vocational students by the method of the questionnaire and classroom observation. Explore the dislocation problem between the supply and demand of the higher vocational and technical talents. From the angle of the talents demand of the enterprise, reflect the shortage of the personnel training of the school, explore the influence factors which cause the problems, put forward the suggestions and the thinking to promote the cohesion between supply and demand of higher vocational and technical talents, provide reference for the work of personnel training in higher vocational colleges.1. Clear the talent training goal, grasping the direction of the talent training;2. Promote the quality education, improving the students’ basic quality;3. Perfect appraisal system, strengthen the examination;4. Strengthening the cooperation between colleges and enterprises, develop vocational advantage;5. Optimize teaching staff, ensure quality of talent;6. Deepen the practice teaching, promote the skills upgrading.Transformation and upgrading of small and medium size business cause the change of talent demand, carrying out the relevant research work from this background. It can promote the cohesion between supply and demand of higher vocational and technical talents, provide certain theoretical basis for perfect the higher vocational technical talents training. From the talents demand of the enterprise, reflect the shortage of the personnel training of the school, it has a certain practical significance to implement the win-win of enterprise, school, talent.
