In this paper,we adopted the quality evaluation method to analyze the meteorological data,modified its continuity and helped the realization of its uniformity to guarantee the data continuity and comparability.The 30 years of meteorological data comes from 123 national automatic stations in Shandong.The quality evaluation method is mainly used to examine the meteorological elements such as temperature,ground temperature,relative humidity,precipitation,wind direction and wind speed.The fundamental evaluation items such as standard deviation are designed for examining the basic attributes of meteorological data while the data discrepancy and exception items contribute to the examination of special feature of meteorological data.In this paper we could evaluate the data from neighboring meteorological stations.The quality evaluation results could be applied in several fields such as station parameter test,climate boundary value check,internal consistency check,spatial check,time consistency check and instrumental drift inspection.This kind of quality evaluation software developed by using the visual basic language(VB)could conduct a detailed analysis of the discrepancy between various meteorological elements and characteristic quantity,and present an evaluation report about the analytical results of the automatic stations.This quality evaluation software has the function of testing regular elements such as air pressure and temperature,as well as testing special differences such as static wind frequency and system errors.Those evaluation results are the objective criteria for testing the quality of meteorological instruments.The statistical values of meteorological elements(such as standard deviation,consistency and percentage error),as the threshold value for the quality control of meteorological data from national and regional stations,could be used to test the data systemic error which is caused by the environmental changes and the variation in instruments.Through discussing the present situation,design requirements,business structure,and technical architecture of the quality control service,this paper gave a detailed analysis of the needs in designing the meteorological data quality control system.The details of developing the system including the system function,database,interface and connector were also introduced.In order to utilize the real-time meteorological observation data,we also developed the data query platform which operates under the professional hypertext preprocessor(PHP).In this platform,various weather elements including the weather routine observation data and precipitation could be found out and presented by graphs and tables.In this paper,the analysis about the key program source code of this software was also provided.Taking the example of the instrument standard deviation,we analyzed the annual average standard deviation of regular meteorological elements(including air pressure,temperature,relative humidity,wind).Through comparing the data deviations of stations caused by differences in environment,the instrument design and its making process,we could find the usability of the meteorological instruments.For example,if the average annual standard deviation of wind speed is over 0.6,significantly higher than the deviation of the air pressure and temperature(which is 0.4),it is showed that this wind speed observation instrument has poor suitability and needs improvement in instrument design and manufacturing technology.
