Global warming is a hot issue in international politics, most countries have brought emission reduction into energy strategy. China,as great country of carbon emission,its government committed to reduce carbon emissions intensity 40-50% in 2020 which is based on 2005, the achievement of reduction targets depends on the implementation of emission reduction policy in areas, and the sustained growth of China's carbon emissions is mainly caused by industrial manufacturing industry especially the pollution intensive industries, thus analysis the carbon emissions of pollution intensive industries from regional level will make an important theoretical and practical significance.In this paper, firstly, we make a definition of pollution intensive industries, and analysis industry and its carbon emission from four aspects,including output, energy consume,industry transform and its carbon emission, use the complete decomposition to study the main factors influenced carbon emission of pollution intensive industries from 2000 to 2012, analysis the reason of difference. Then, discuss the decoupling state between carbon emissions of pollution intensive industry and indus trial development and the effectiveness of emission reduction policy which is based on decoupling theory. Finally, emission reduction potential of pollution intensive industries is analyzed in a quantitative view. The main conclusion are:(i)Output effect is the dominant positive factor for carbon emission growth of pollution intensive industries in fifteen areas, energy intensity effect, on the whole, energy intensity is an important factor to restrain carbon emissions, there are large regional differences of industry structure effect, energy structure effect, and energy emissions intensity effect made on carbon emissions. In the sample period, the regional carbon emissions change is positive overall, the biggest change region is different in stages.(ii)From the point of decoupling, energy intensity made the largest contribution to the total decoupling index, followed by industrial structure and energy structure, in the period 2000-2006 and 2006-2012,most region is weak decoupling state,while Beijing is undecoupling in two stages, and Fujian and Jiangxi is not decoupled in a stage.The implementation of emission reduction policy lacks some validity, the emission reduction policy of Beijing in two periods is invalid, and the policy in the remaining area inhibit the rapid growth of carbon emissions on some extent.(iii)The emission reduction potential in all region are greater than 50, while regional differences exit, the greatest is Shanxi, which the potential value is 94.98, followed by Inner Mongolia,Ningxia and Xinjiang, the smallest is Beijing, its value is 50.88. and The potential in east is more than west and middl e. From the point of industry, the emission reduction potential in Beijing, Tianjin and Hubei are after-ranked,while Shanxi, Inner Mongolia, Henan, Ningxia and Xinjiang are top-ranked,and the regional differences of emission reduction potential is cause by many factors,including industrial development level, energy efficiency and resource endowment. In the end of this paper, we put forward views in o rder to reduce carbon emission from energy intensty, industry structure, energy structure and government supervision.
