The Comprehensive Evaluation Of Ecological Civilization Construction Level And Construction Efficiency Of Zhejiang Province

As a new mode of civilization,ecological civilization is the civilization in the development of human society,the construction of ecological civilization affects the survival of mankind and the development of the country,it is a major problem that must be faced in the construction of economic development.Construction of ecological civilization for the first time in the party's 18th was incorporated into the cause of socialism with Chinese characteristics "five one" the overall strategic development layout,at the same time also started the construction of ecological civilization research climax from all walks of life.But in terms of existing research,in the national scope,the entire province scope and scope of different cities have different levels of study,but for the connotation of ecological civilization construction has not yet provided a clear and definite definition,for the development of ecological civilization construction lack of measure and research from multiple perspectives.In particular,there is no unified evaluation method for the development of ecological civilization construction in Zhejiang province.On this basis,this article embarks from the Zhejiang province,the paper summarizes the connotation of ecological civilization and ecological civilization construction,constructs the reasonable index system of ecological civilization construction,use reasonable and novel evaluation methods to analyze and evaluate ecological civilization construction level and construction efficiency of Zhejiang province,and it provides the theory support of ecological civilization construction and development for Zhejiang province and other provinces.This article consists of five chapters.The first chapter is the introduction.First put forward in this paper,the research background and research significance,followed by the review of the literature at home and abroad,finally sums up to the problems and the basic framework of the study,and analyze the problems of difficulties and possible innovation points.The second chapter introduces the construction of ecological civilization construction index system in Zhejiang province and evaluation methods.Firstly,on the basis of summarizing the domestic and foreign research literatures,this paper summarizes the connotation and characteristics of ecological civilization and the connotation of ecological civilization construction.Second around the connotation of ecological civilization construction,combined with scientific principles of building index system,built new index system of ecological civilization construction in Zhejiang province,which contains ecological economic development,ecological environment,ecological social progress and ecological quality of life the five subsystems.The final part is the interpretation of evaluation method in construction of ecological civilization,on the basis of summarizing the traditional evaluation method and their advantages and disadvantages,then propose comprehensive evaluation method which contain the projection pursuit method based on accelerating genetic algorithm and the data envelope analysis method.The third chapter is the comprehensive evaluation of ecological civilization construction level in Zhejiang province.Firstly,using the projection pursuit method based on accelerating genetic algorithm,this paper analyzes the construction level of ecological civilization in Zhejiang province based on the five subsystems.Then,based on the whole index system,the factor analysis and cluster analysis of ecological civilization construction level in Zhejiang province are analyzed,and Zhejiang province is divided into four regions according to the level of ecological civilization construction.The results show that the overall ecological civilization construction level of northeast Zhejiang province is better than that of southwest of Zhejiang province.Ecological economic development is the biggest influence factor in the level of ecological civilization construction.The fourth chapter is the comprehensive evaluation of the ecological civilization construction efficiency in Zhejiang province.Firstly,the evaluation index system of construction efficiency is constructed,followed by the data of 2015 as an example,and use the DEA-BCC data envelopment method to analyze the result of the DEA efficiency value of different cities in Zhejiang province.Then,the efficiency of ecological civilization construction in Zhejiang province is analyzed in detail from the perspective of time distribution and spatial distribution.Finally,the evaluation result of ecological civilization construction level and the evaluation result of construction efficiency are taken into account,and Zhejiang province is divided into four regions according to the construction of ecological civilization.The results show that the efficiency of ecological civilization in Zhejiang province needs to be improved.The ecological civilization construction in Zhejiang province is the comprehensive embodiment of the construction level and efficiency of ecological civilization.There is little correlation between the level of ecological civilization construction and the construction efficiency.The fifth chapter is the conclusions of research and policy recommendations.The paper summarizes the analysis results of the paper and puts forward some suggestions for the development of ecological civilization construction in Zhejiang province.
