The Study Of Indicator System And Measure On Ecological Civilization Construction In Six Provinces Of Central Chinese Areas

Ecological civilization, which is a kind of protecting the environment and harmonious development, comes after the agricultural and industrial civilization. The aim of it is that harmonious coexistence with human beings, nature and society, all-round development and optimum circulation the original. Its purpose is to maintain the ecological environment as the basis, and sustainable development as the starting point. The implementation about environmental pollution, resource utilization and the ecological system improvement has a direct effect on level of ecological civilization construction. Therefore, the 18 th National Congress of Communist Party of China insisted ecological civilization construction should be brought into the overall plan to be an important part of the realization of beauty China. In this paper, the six provinces of central Chinese areas refer to the provinces of Anhui, Jiangxi, Shanxi, Hubei, Hunan and Henan. They are important industrial and commodity grain production base in China, which are the vast territory, huge internal differences and the contradiction between supply and demand of resources. In its rising time, they faced the double pressures with economic development and ecological protection. Therefore, it is necessary to track measure of establishing indexes about the ecological civilization construction of the six provinces of central Chinese areas.This paper is based on the comprehensive understand the scientific connotation and further analyzing the construction and establishment the index system of ecological civilization. Then a suitable index system of ecological civilization construction in six provinces of central Chinese areas is put forward, including target layer, subordinate target layer, criterion layer and index layer. Target layer is founded on the environmental pollution, resource supply and human support. The 37 indicators screened out 27 indicators through the correlation coefficient method, discrete coefficient and operability principles. The step by step "horizontal- vertical" separation method is used to determine index weight. In comprehensive evaluation aspect, firstly, descriptive statistics analysis is used for the present situation of the ecological civilization construction in 2013 in six provinces of central Chinese areas. we can see, Shanxi air pollution, water and vegetation resources supply shortage; Jiangxi, Hunan and water pollution; Henan serious air pollution. Secondly, the step by step "horizontal- vertical" separation method evaluated the overall situation from 2004 to 2013. the best results in Hubei Province, but its supply of scarce resources, agricultural pollution; Hubei, Jiangxi followed, and water pollution, excessive pesticide application; Anhui, Henan, you need to vigorously develop the tertiary industry; Shanxi ranked last, pollution is still a daunting task. Shanxi Province ranking last. The fully realization time of ecological civilization construction is predicted by regression analysis method. The earliest one is Hunan province by 2028 while Shanxi Province is the latest by 2034. In addition, the fuzzy comprehensive evaluation method is used for a comparative analysis on the construction of ecological civilization of the provinces in 2013. The other provinces rank in the same place instead of Anhui and Henan provinces. As the aspect of environmental pollutant carrying system, the atmospheric pollution of Hubei, Anhui and Shanxi provinces are serious. The water pollution in Hunan and Shanxi needs to improve and rectify immediately. Especially in Anhui and Henan, the soil pollution is more severe. In the aspect of resources supply, Shanxi, Anhui provinces are lack of supply, and vegetation in the five provinces is resource supply shortage to some extent instead of Hunan. The land resources and mineral resources supply still need to improve in Hunan and Anhui province. In terms of human support system, the third industry is needed to develop in Henan and Shanxi.According to above analysis and the truth combined with the provinces, the corresponding policy recommendations should be put forward in order to accelerate the development of the provincial ecological civilization construction. It mainly comes from the pollution of the environment management, reasonable use of natural resources, developing low-carbon economy and circular economy, changing industrial structure and development of the third industry, strengthening publicity and education and strengthening system construction, etc.
