In recent years,more attentions have been paid to volatile organic compounds(VOCs)due to its wide sources and significant influences to the ecological environment as well as human health.VOCs are thought of key precursors of PM2.5 and O3 in the atmosphere.The reduction of PM2.5 and O3 concentration and control of VOCs emission have become a important work to control air pollution.Nowadays,VOCs control in Hebei is still in its early stages.To control VOCs emissions,it is essential to investigate the industrial source emissions,identify the sources and characteristics of contamination,analyzing the emissions reduction potential,and analyzing benefit-cost of the key industrial enterprises in Hebei firstly.For these reasons,this study conducted research on the key VOCs emission industries in Hebei,and the emission characteristics and behavior were obtained.The governance policies and regulations and the current status of treatment technology for VOCs emission in Hebei were summaried.Furthermore,VOCs emission reduction potential of these industrial sources were evaluated.According to the emission characteristics,the project of pollution control was present,and some reasonable suggestions were given at one time.Results indicated that the VOCs' emission is 633.2 thousand tons in 2013.The top three industries which accounted for 76.7% of total emission were pharmaceutical,coking,and organic chemical with the share of emission in order of 38.3%,29.4%,and 9.0%,respectively.VOCs mainly derived from the diffusion of production process and handling and storing of organic products as well as the emission in abnormal state.Fugitive emissions is the most important VOCs' source in petroleum industry,including equipment leakage(30%),storage tank leakage(30%),the loading and unloading process leakage(15%),wastewater process emissions(15%),and abnormal conditions(10%).The ratio of VOCs emission from tail gas of technical process of production and flue gas emissions is negligible.Many combined technologies are needed to control the point source emissions of organic waste gas.Some techniques such as condensation coupled with absorption,combination of condensation,spraying and combustion,catalytic combustion coupled with absorption were applied to treat the VOCs of high concentration.As to VOCs of low concentration,condensation coupled with absorption,adsorbent preconcentration coupledwith catalytic combustion as well as condensation coupled with adsorption were adopted in the treating processes.Taking into account of the pollution characteristics of Hebei,the leak detection and repair(LDAR)technique were used in conducting the fugitive emissions of VOCs,which aimed to cut back emissions of the local industries.The evaluation indicated that 33.93 thousand tons VOCs can be reduced in Hebei province.Among these,the emissions reduction potential of pharmaceutical,coking and oil industry are large,which is 179.5,55.8 and 33.6 thousand tons respectively.Based on cut C-Q-S cost evaluation method to evaluate the cost-effectiveness and regression analysis,the higher governance costs of Hebei industry is medicine,organic chemical,and printing industry.The costs are 830 million,808 million,and 630 million respectively.
