With the acceleration of national industrialization process and the rapid development of national economy, coal mine industry has made a good progress in China, but it is difficult to avoid a variety of safe production problems. The industrial characteristics and productive environment of the coal mine industry have resulted in the occurrence of sudden accidents, so these studies on the emergency disposal of sudden accidents have emerged. The sudden accident emergency capability of a coal mine enterprise is the condition and foundation to dispose the accidents effectively. The effective emergency capability can guide the emergency disposal, and further reduce the casualties and property losses. Therefore, it has important practical significance to establish a scientific and comprehensive evaluation model for the evaluation of coal mine sudden accident emergency capability, and to make improvement strategies based on the evaluation results.In recent years, the research on the emergency management provides a theoretical basis for the evaluation of the emergency capability. However, due to the complexity and dynamics of coal mine emergency capability evaluation, the evaluation model should be closely followed the actual capability of the coal mine enterprise. According to the current situation of the coal mine enterprise sudden accident emergency capability, this paper regards the coal mine enterprise emergency capability as the research object, and build more actual coal mine emergency capability evaluation model. Firstly, based on the relevant theory of sudden accident and emergency disposal, the paper summizes a model of coal mine sudden accident emergency disposal. At the same time, the process, thought train and basis of coal mine sudden accident emergency disposal are summed up from three dimensions. Secondly, based on these theoretical researches, some coal mine sudden accident emergency capability evaluation indexes can be selected by combining with literature analysis and regulatory researches. Using interpretation structure model method to carefully analyze the relationship between the evaluation indexes and establish adjacency matrix, reachable matrix, the sets of reachable, and the sets of antecedent, coal mine sudden accident emergency capability evaluation index system is built. After comprehensive comparison of various evaluation methods, entropy method is used to draw up the evaluation indexes'weights. Based on the difficulty of coal mine accident emergency capability evaluation data collection and the complicated influence factors, support vector machine could be selected to evaluate data because of the characteristics of dealing wth nonlinear problems and small sample data. The evaluation model connects with the actual situation of a coal mine to carry out the application research.The empirical analysis results show that:the evaluation results of the above model are consistent with the actual evaluation results. The model could effectively fit the experimental data and make the evaluation results more accurate. According to the problems reflected on the evaluation results, the comprehensive and targeted improvement measures have been put forward to strengthen the construction of coal mine sudden accident emergency capability.
