In recent years,although the safety production situation in China's coal industry has improved continuously,the situation is still severe,and various major and above coal mine accidents still occur from time to time.In the face of serious coal mine accidents,the complete emergency capability of coal mine enterprises is not only a powerful weapon to resist accidents,but also an important support to maintain their stable development.Therefore,it is very important and necessary for the long-term development of coal mine enterprises to construct a systematic,comprehensive,scientific and efficient evaluation system for the emergency capability,so as to promote the continuous improvement of the emergency capability level of coal mine enterprises.This paper takes the emergency capability of coal mine enterprises as the research object,and improves the core idea of Capability Maturity Model(CMM)based on the issues of less attention paid to the grade division of coal mine emergency capability evaluation and the determination of index scoring standards in previous studies.First of all,a systematic analysis and description of the production characteristics of China's coal mine enterprises,major and above coal mine accidents in recent years,accident characteristics and causes are carried out.By using the literature review method,the concept of coal mine emergency capability is defined and its unique properties are analyzed.Based on this,combining with the typical accident emergency rescue cases,the influencing factors of emergency capability in coal mines are dissected from four aspects:personnel,equipment,environment and management,so as to lay an important theoretical support for the subsequent research;Secondly,based on the thought of whole process crisis management,a framework of evaluation index system for emergency capability evaluation of coal mines is designed,and combined with relevant laws,regulations,as well as previous research results,three aspects of engaging in the pre-construction preparation,emergency disposal during the event,and post-event recovery treatment are selected for this evaluation index,a systematic evaluation index system for emergency capability of coal mines is established;Finally,the core concepts and methods of Capability Maturity Model are introduced to discuss its feasibility in the field of coal mine emergency capability evaluation,the maturity level and the specific index scoring standard are divided exploratively,and the catastrophe progression method is selected as the overall evaluation method of maturity level.Thus,a complete and efficient evaluation system of coal mine emergency capability maturity is established.In order to verify the feasibility and practicability of the coal mine emergency capability evaluation system,based on the above work,this paper takes a coal mine enterprise in Shaanxi Province as an example,collects the relevant basic data through a questionnaire survey,conducts comprehensive evaluation on the emergency capability of the enterprise,obtains the maturity level of the enterprise emergency capability,and analyses the evaluation results with the improved priority matrix,so as to put forward applicable measures and suggestions to enhance the emergency capability level of the coal mine enterprise.
