Safety production as an important symbol of social civilization and progress, is also the basic guarantee of national sustainable and healthy development. In recent years, high safety accident rate prone to occur, and production safety situation is not optimistic, which has become a major focus of society.In this dissertation, we aim to address the necessity of implementing “safety behavior observation”, and analyze that behavior observation is a kind of safety culture construction activities based on essential safety guarantee and perfect security system. This view is supported by the theory of accident causation theory and how to implement human-based management. Specifically, we firstly explored theoretical foundations for the behavior of safety science and behavior observation such as accident causation theory, motivation theory, demand theory and human-based management theory base om exhaustive literatures. Secondly, we analyzed the unsafe behaviors and the factors influencing them. Thirdly, it was elaborated for the concept and procedure and BBS model to be a basic model for behavior safety in this part. Finally, we select China National Offshore Oil Corporation as the case to investigate the “5 No Works” behavior in this thesis. By employing questionnaire-based survey, we collect the data about the “5 No Works”. Through analyzing the data regarding the main content, the program of behavior observation, something needs to be improved, job type analysis, and the proportion of unsafe behavior, we presented the problems in the process of safety management and propose some strategies that can enhance the construction of safety management system.This dissertation provides a guide for improving the safety production and reducing the safety accident rate from a perspective of behavior safety science and behavior safety observation.
