| In the face of the growing demand for urban public utilities,local governments use fiscal deficits and debt has been difficult to meet its funding needs.Use of the PPP mode(Public-Private-Partnership),government will reduce the financial burden and their debt levels,provide better public services to the community.Private company will be introduced in the field of urban public utilities not only broadens the investment channels for social capital,and is also beneficial to improve the efficiency of the supply of public goods,and further stimulate the vitality of the non-public sectors of the economy.In this paper,we select the classic case of Anhui application PPP model in city public utility ——Hefei WXY sewage treatment plant project.We specifically describes the status of the project,PPP model in this case,the operation of the way and build a model to analyze the project financial returns.Detailed analysis of the PPP model is used in this project to reduce the pressure of financial expenditure,to resolve the local government debt risk,to improve the WXY sewage treatment plant operations management and the other advantages.However,in the process of using PPP model,it also has the defects of human capital,information disclosure and institutional construction and the other aspects of the problem.Finally,we based on the experience and deficiencies of the WXY case,and combined with the practical application of PPP model in Anhui Province,put forward suggestions from three aspects.From the government level,we need to actively promote the transformation of government functions,strengthen the construction of supervision mechanism,strengthen risk prevention.From the system level,we need to further improve the laws and regulations and information disclosure mechanism.For project level,this article proposed to establish specialized management institutions,improve product pricing mechanism and standardize the project partner selection and the other policy suggestions. |
