Safety Measures Improvement For Large Ship And Crude Oil Terminal

The main study in this paper is to improve and promote the safety measures of large ship and crude oil terminal during berthing and departure as well as loading & unloading operations.The main study method can be divided into three aspects: Firstly, for the improvement proposed for the operation proposal and method, verifications for the possibility of operation proposal during various phases of operation was performed by taking the Changxing Island 300000 tons crude oil terminal as the test site and through several loading and unloading operation of crude oil.Secondly, integration study of fire fighting system has been made to certify its possibility through the design and scenario simulation of logic diagram. Finally, fixed jet braking system as innovation point was proposed in this paper. Its verification method is to find the necessary conditions to make it possible through analysis on various factors. If the value range of calculation result can satisfy these conditions after related calculation, the proposal can be deemed to be possibleThe main innovation point of this paper is the proposal of fixed jet braking system. In addition, the integration of ship fire fighting system and terminal fire fighting system can be also considered as another innovation point of this paper. The introduction of operation proposal and shore power technology is provided for the purpose of improving the aspects related with security.The structure of this paper can be separated into two parts:1. Improvement measures aiming at operation proposal, operation method and matters needing attention for dangerous factors.2. Improvements for the hardware of ship and terminal The safety protection is divided into three levels from the view of logic and grade of safety protection measures. Details will be provided in later context. The detailed study work corresponding to these three levels will be performed in three steps as described in later chapters.Generally speaking, the first step is prevention, the second step is basic improvement and the third step is the top level security protection proposal because when the fixed jet braking system is designed, the coping method is proposed under the consumption that the ship operation is totally out of control. In case the protection to ship and terminal can be achieved under extreme condition, effective protection can be made under common accidents and emergencies.During the study in this paper, fortunately it is the time for the berthing operation of NSK "DUSK" oil ship. The operation manual has adopted the proposal in Chapter 2 and matters needing attention so that the whole berthing operation, departure and unloading were completed under safe and smooth condition. The proposal for integration of fire fighting system and terminal fixed jet braking system has been proposed to the administration authority of terminal. Refurbishment proposal and project establishment will commence its process.
