Since the reform and opening-up,China's rapid economic development has also brought increasingly prominent environmental problems,and the implementation of reasonable environmental regulations is an inevitable requirement for sustainable development.As an important part of China's industrial economy and the main constraint object of environmental regulation,pollution intensive industry has a trend of transferring from China's eastern coastal areas to the central,western and northeast regions with increasingly strict environmental regulation.How to use environmental regulation to promote the reasonable distribution of pollution intensive industry deserves further discussion.Based on the analysis of the evolution of environmental regulation and the distribution trend of pollution intensive industries in China,this paper discusses the influence mechanism of environmental regulation on the distribution of pollution intensive industries from two aspects: the "cost increase" effect and the "innovation compensation" effect.In the empirical part,based on the data of 283 prefecture-level cities in China from 2004 to 2013,this paper establishes the threshold panel model at the national and regional levels to test the impact of environmental regulations on the distribution of pollution intensive industries.The empirical results show that the impact of environmental regulation on pollution intensive industries is inverted "U" type,weak and medium environmental regulation promote the distribution of pollution intensive industries,while strong environmental regulation hinders the distribution of pollution intensive industries.There are differences in the influence of different regional environmental regulations on the distribution of pollution intensive industries.The environmental regulations in the eastern region inhibit the distribution of pollution intensive industries.The influence of environmental regulations in the central and northeast regions on thedistribution of pollution intensive industries is inverted U-shaped.The environmental regulations in the western region have a positive effect on the distribution of pollution intensive industries.Based on the above conclusions,this paper puts forward the following policy recommendations: strengthen the supervision of government departments,attach importance to market-oriented environmental regulation;adapt to local conditions,implement differentiated environmental regulation;improve the system of joint regional pollution control.
