In recent years, with the rapid economic development, the discharge of domestic sewage and industrial wastewater is increasing quickly, many rivers' water ecosystems have been seriously damaged and lose their water function. In the control scheme on the pollution of Funiu river, which is the typically heavily polluted river water in main city of Chongqing, an important content is to use the tail water from Dadukou wastewater treatment plant for Funiu river's supplement, and use the Honglinjin reservoir and Huangjuebao reservoir upstream for supplement scheduling. But there are problems of uncertain amount and time for water replenishment in the way scheduling supplement now from all manual work, in order to avoid serious waste of water resources and electric energy, scheduling mode was urgently needed to be adjusted; also, in view that the current supervising methods of river pollution has the drawbacks of low efficiency and poor real-time, a remote supervising system for river pollution is urgently needed to realize the real-time and reliable supervising of the water quality and equipment, and ensure the good operation of the ecological water supplement scheduling.The main contents of this paper are as follows:(1) According to the characteristics of Funiu river, established the ecological supplement scheduling model that using minimum energy consumption as target function, total amount of replenishment, reservoir storage capacity, storage reservoir water balance and river water quality as constraint conditions;(2) Several common intelligent optimization algorithms were analyzed and selected the best suitable one depends on the ecological water supply scheduling model of the Funiu River;(3) Original particle swarm algorithm, standard particle swarm optimization algorithm, and several improved particle swarm optimization algorithms were analyzed and studied, also made an analysis of several methods of dealing with constraint conditions like penalty function;(4) Used the particle swarm algorithm to solve the ecological supplement scheduling model, confirmed the value of water pumps' supply volume, reservoir water discharged and pumps' running time, and analyzed the effect of optimization;(5) A platform of river pollution supervising was realized by using SSH framework, Jquery-EasyUI, serial communication technology and other technical frameworks on the Java platform and the ecological supplement scheduling module was implemented on the river pollution supervising platform.The particle used swarm optimization algorithm to solve the ecological water supplement scheduling model, confirmed the value of water pumps' supply volume, reservoir water discharged and pumps' running time, established the water supply and water proofing strategies of two reservoirs. After analysis, using this strategy for the Funiu river water supplement scheduling saves 65% of running energy consumption with an average annual, compared with the original manual supplement scheduling system, energy saving effect is remarkable. After testing, the software platform of the river pollution supervising helps the operators to carry on the real-time monitoring, unified control and management of the running status of the river water quality parameters and water quality improvement equipment, and can achieve the ecological supervising scheduling.
