| The cooperation between government and social capital(Public-Private-Partnership)mode is a long-term cooperation in the fields of infrastructure and public services established.Through this partnership,it can meet the social capital investments and also benefit for the society,which provides products and maximizing services for the society.In this way,the government can innovative financing mechanisms,maintain growth and investment of the social capital,solve the debt financing problems,attract social capital to participate the construction of fundamental facilities,accelerate economic and social development;which is an important content of the financial system at present and beyond.The PPP model has unique advantages in the provision of public goods and services,but in the tide of the city of PPP,the successful stories are rare.Besides of a high risk case,the mode of PPP project with long running cycle,is a large scale of investment and construction;which is also due to the project itself.The mutual influence between the perplexing factors of the external environment,make it face the greater risk than others.So the choice of positive solutions for risk management of the project,is a realistic problem to solve.Based on the background of the construction project of landfill in GY City,we use the project management knowledge system(PMBOK)theory in risk management and fuzzy comprehensive method to identify the risk of GY city life landfill project.Through qualitative analysis of the project risk stratification and classification,on the basis of project risk quantitative evaluation of the project with the method of fuzzy comprehensive analysis,and basing on the analysis of the evaluation results,it puts forward the project risk sharing and countermeasures.Around the face of construction project of landfill of domestic environment and development opportunities,we can value the risking evaluation of city life garbage landfill construction project.And it also provides reference for the establishment of PPP model of project risk management system for government. |
