Study Of Governmental Management Strategy On Environmental NGOs

Environment is related to everyone's survival today and well-being in future.China's "pollution first,treatment later" model made the environment shows a special severity.Accompanied by a series of international and domestic background,such as the international "green" Environment,China's reform and opening up,the domestic relevant laws and regulations,policies and documents of advocacy,civil rights consciousness and the gradual awakening of environmental consciousness,etc.,in the face of the increasingly seriousness of the environmental problem,a group of intellectuals in deep social responsibility began to enlightenment people environmental protection consciousness,the government has gradually shift the thought,since the late 1980 s and early 90 s,a group of folk environmental groups dedicated to ecological environment protection has emerged in China.They mainly produce in China's political system reform,and to assume the government separation or transfer from top to bottom out some of the environmental monitoring and maintenance functions.There are also a large number of folk grassroots environmental groups.The former has a natural kinship with the government contact,obviously has the characteristics of government-led or shelter;While the latter arises from the folk,the result of social choice is that they are self-raised funds and independent.International experience shows that the environmental protection business needs the government and the common governance of environmental NGO.Since the late 1980 s and early 1990 s,China has emerged a group of folk environmental groups,dedicated to ecological environment protection which mainly include two kinds of environmental NGOs : the top-down model and bottom-up model.Under the conditions of "administrative leading",in the process of the formation and operation of environmental NGO,inevitably affected by the government.From the viewpoint of "top-down",this paper based on the theory of "administrative absorption of society",the folk organizations in the government management mode and strategy as the breakthrough point of the relation between state and society,from the four parts fully analyzed our country government management strategy of concrete measures and methods,and management strategies for the government put forward opinions andsuggestions of improvement.The first part is mainly elaborates the concept of non-governmental organizations and the basic theory of "administrative absorption of society",concrete analysis of theory,through concrete analysis of the concept and classification of the non-governmental organizations to carry out theoretical analysis of the next step.The second part analysis the two modes and the characteristics of two strategies from two aspects of the control strategy and development strategy,and the control strategy and development strategy according to the corresponding relation of both analysis of the root causes of the government management strategy,function and disadvantages.The third part choose two NGO representatives in China : the association of environmental protection and global village as two categories of environmental,from the establishment of the organization,management,resource acquisition,and activities,this paper discusses the government's specific control strategy and development strategy,and summarized the government strategy based on the two NGOs.The fourth part analysis and evaluation the government management strategy,and draw lessons from the mode of "COMPACT",drew five enlightenments to our country the government improve management strategies:1.to reform the dual management system,unifying main administrative functions such as the record,registration and regulatory to democratic supervision committee.2.to guide environmental protection NGO from administrative control to resources leading,finally got the money issue solved and tax breaks,at the same time regulate the activities of the environmental NGO and the effect of the behavior.3.ensure the independence of the environmental NGOs,acknowledge and certainly the existence of the environmental NGOs and indispensable important role,in providing financial support efforts to ensure environmental NGO the principles of independence,only pay attention to the flow of funds and use but not interfere in the decisions and activities of the environmental NGOs.4.implements classified regulation for environmental NGOs and behavior control,focus on the regulation of social influence and public welfare organizations,through the assessment,regulatory and other effective mechanism,pay close attention to environmental protection NGO's activities,effective control on the behavior process and its result.5.construction of the cooperative principle is the principle of political integration mode,so that the government can not only construct a new system of public service in the field ofenvironmental protection,but also can achieve a certain degree of political integration,is conducive to the stability and development of society.Through this research,the article concludes that the government and environmental NGOs will remain vague,subtle,unequal relationship in the environmental governance.The government's "administrative absorption of society" strategy has both its realistic rationality and big shortage,it is necessary to reform,such as draw lessons from the COMPACT model.Of course,it is a long way to go.But,as long as the communist party of China and the Chinese government can continuously reform in the political system and social system reform,correct understanding of the social function of environmental NGOs,through system reform and innovation,there will be able to lead the environmental NGOs to achieve greater social benefits.
