Study The Environmental Risks And The Emergency Response System Of The Chemical Park

With the rapid development of chemical industry in recent years, Chemical Industry Park in China has become a trend in the development of chemical industry, increasing the number of Parks. Correspondingly, sudden environmental incidents has also increased the severity of the harm. So, how to ensure the safety of Chemical Industry Park has become a very difficult problem, and its emergency response system is the source of the main ways to prevent environmental risks.Basing on related researches home and abroad, this paper applies the principle of combining environmental risk assessment and emergency response system about Chemical Industry Park. According to the features of Chemical Industry Park, the paper build the model of chemical enterprises risk assessment, by selecting six aspects, which refer to the material risk, leakage risk, explosion risk, facility risk, human factors and peripheral sensitive factors, about sixteen assessment indexes. And adopt analytic hierarchy process to determine the weight of the most important indexes. Then on the basis of the method, calculate the environmental risk degrees of the enterprises in Chemical Industry Park, identify the key risk sources.On the basic of the identification of environmental risk factors in Chemical Industry Park, the paper builds an indexes system of environmental risk assessment about Chemical Industry Park, focusing on the key risk sources, the management system, emergency resources and sensitive targets. At the same time, the paper introduces the concept and standard of the acceptable range about environmental risk of Chemical Industry Park.Based on the synthetic analyses of environmental risk about Chemical Industry Park, the paper structures an emergency response system framework.. Especially risk prevention and control of the key risk enterprises and regional risk assessment; emergency resources assess of the Park itself and adjacent areas; emergency structure based on the current management system of the Park; emergency plan system of the Park; emergency rescue operation mechanism combined Enterprise-Park-Society.Taking Shizhuang Region,Lingang,Jiangyin for example. There have been 21 key risk sources in the Park, leading to the risk of pollution by dangerous chemical accidents. This paper made an empirical analysis on the environmental risk and the establishment of the emergency response system of Chemical Industry Park, strengthening the prevention and emergency power of the Park.
