awareness of environmental governance,but also enhance the environmental protection function of the local government,the relationship between the more efficient handling of the rural economic development and rural economic protection,so as to establish the environmental protection system,rural integrity at the same time,the rural ecological environment protection for rural the environmental pressure and promote the sustainable development of the rural economy,optimize the structure of rural governance,a New rural environmental governance model has an important role.However,in the process of the development of rural economy,rural ecological environment suffered a certain degree of damage,seriously restricting the pace of sustainable development,the pace of new rural construction and rural economy,so how to reasonably carry out the rural ecological environment,to solve the present ecological and environmental protection in rural areas and obstacles,correctly handle the relationship between the various among the subjects in the process of rural environmental protection,has become an urgent problem in the process of ecological and environmental protection in the countryside.Although China started to pay attention to the rural ecological environment problems in the "95" period,and gradually put forward a series of protective measures and protection methods,but because the rural areas of diverse terrain,pollution source is more complex,the rural ecological environment problems more widely,therefore in environmental governance,only by the local governments at all levels,leading to it is not enough,a good environmental governance order should also include enterprises and many non governmental organizations,part of farmers and so on,only the power of the parties will organize and coordinate,in order to strengthen the protection of rural ecological environment,improve the rural ecological environment governance efficiency.This thesis starts from the perspective of public governance and related research on rural environmental governance together under the background,through the analysis of the present situation of rural ecological environment protection,and summarizes the related problems of rural ecological environment governance all exist and solving measures,so as to provide reference for the local government to solve problems related to the environment.The current situation of rural environmental governance data collection and statistics,found in the process of rural ecological and environmental protection,there is a government environmental responsibility implementation is not in place,lack of environmental protection enterprises,executive force of non governmental organizations on participation and limited access to farmers,light heavy economic development and ecological environmental protection.The author uses the governance theory,public choice theory and sustainable development theory,in-depth analysis of the relevant reasons for these problems:from the perspective of the government,the lack of green evaluation system,hinders the implementation of environmental responsibility,from the business point of view,the sense of responsibility is not strong,enterprises often not a good practice of environmental protection regulations,non governmental organizations from the perspective of its own,limited capacity,and the environment for development is lagging behind,which seriously affected the environmental protection participation,from their own point of view,the comprehensive quality of farmers is not high,and the incentive mechanism is not perfect,cause the environmental protection consciousness is weak,unable to properly supervise the autonomy and the environment.Therefore,in order to solve the problems in the process of public governance of rural ecological environment,we must proceed from the actual situation,combined with the basic situation of the rural ecological environment,take corresponding measures to improve the level of public governance of rural ecological environment,to achieve the ideal control effect.Different subjects of governance,we should adopt different measures:the government should improve the green evaluation mechanism of the government,through the establishment of a unified and coordinated management system,reasonably determine the main responsibility and other measures to promote the implementation of the environmental responsibility of the government,to achieve the global environmental governance overall grasp;for enterprises,need to pay attention to cultivate the green enterprise culture improve the incentive mechanism of enterprise internal environment,and actively accept social supervision;non governmental organizations,the need to strengthen domestic and international exchanges and cooperation of NGO organization,and improve their financing ability,strengthen the introduction and training of talents,and actively explore new modes of cooperation with the government;peasant group,need to change their traditional mode of thinking,positive accept the green production technology training,while focusing on the exploration of the green ecological economic development.At the same time,to build a mutual benefit and win-win system of multi governance of rural ecological environment,to mobilize the participation of many,the strength of the collection of multi subject to promote the protection of rural ecological environment.Many of the complex causes of the current problems of the rural ecological environment,thus to completely solve the environmental problems in rural areas,the need to mobilize grass-roots government,rural enterprises,non government organizations and farmers' enthusiasm and other parties involved in the subject,based on the reality of China's rural ecological environment,elaborated the rural ecological environment in China the common governance problems in the process,reasons and countermeasures,in order to provide some help for the government and society to solve the problems of the rural ecological environment.
